The Government of Mozambique represented by the Ministry of Transport and Logistics (MTL), has received financing from the World Bank toward the cost of Transport Corridors For Economic Resilience (TRACER SOP2) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) involves efficient management of the administrative, financial and human resources processes of the Project Implementation Unit (PIU), ensuring transparency in the execution of the budget and reliable reporting to the Project Portfolio Coordination Unit (PCU). The Administration and Finance Officer (AF) reports to the TRACER Project Implementation Unit - Mozambique SOP2 (PIU) through the PIU Coordinator, who will report directly to the Project Portfolio Coordination Unit (PCU) Coordinator. In functional terms, the AF reports to the Financial Manager of PCU. The expected duration of the assignment is 24 months. There will be a 3-months probationary period from the contract signature date.  The contract will be renewed subject to satisfactory performance.

The Ministry of Transport and Logistics (MTL) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Expressions of interest must include the following: (i) a curriculum vitae detailing qualifications, professional experience, and achievements in comparable assignments; (ii) a cover letter, not exceeding two pages, specifically addressing how the candidate meets each of the mandatory selection criteria listed below. The criteria for selecting the Consultant are:

  • Degree in Accounting, Management, Public Administration or related areas.
  • Minimum of 5 years in similar roles
  • At least 3 years of proven experience in projects funded by international partners (World Bank, AfDB, etc.) and in State institutions
  • It will be an advantage to have at least 3 years of experience as an accountant.
  • Proven experience with administrative planning processes, stakeholder relations and document management;
  • Competencies Microsoft Excel Mastery
  • Mastery of accounting software (e.g., Primavera, PHC or similar)
  • Excellent organization, coordination and time management skills;
  • Ability to work independently, manage multiple priorities and adapt to changing demands;
  • Discretion, professionalism and confidentiality;
  • Attention to detail and ability to meet tight deadlines;
  • Ability to interact with senior entities and technical teams with diplomacy and clarity.
  • Fluency in Portuguese and knowledge of English will be an advantage.

The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
