REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) COUNTRY: NIGERIA Fund: ECOWAS Commission Assignment Title: Recruitment of an Individual Consultant for the Revision of ECOWAS Directive C/DIR.1/12/16 on Postal Sector Reform and Regulation Reference No. PP-CS-2026-8-27-IN The Economic Community of West African States (ECOWAS Commission) has made a provision in its 2026 budget to cover the costs relating to the above-mentioned assignment. The consulting services (“the Services”) consist for the Revision of ECOWAS Directive C/DIR.1/12/16 on Postal Sector Reform and Regulation. The Consultant will analyze the current Directive in light of the challenges facing the postal sector, UPU instruments, PAPU guidelines, and relevant international and regional practices; review the findings of Member State consultations; diagnose the existing legal and regulatory framework; propose reforms covering universal postal service, regulation, quality of service, digital services, e-commerce, logistics, addressing and regional harmonization; and prepare a revised Directive that includes an effective monitoring and evaluation framework. Expected outputs include an inception report, a diagnostic and comparative report, a revised draft Directive, an explanatory note detailing the amendments and new provisions introduced, and a final version of the revised directive incorporating stakeholders’ comments. The expected duration of the assignment is sixteen (16) weeks, including reporting review periods. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Expressions of interest shall include: (i) a signed letter of expression of interest stating the assignment title; (ii) a detailed, dated and signed curriculum vitae highlighting relevant qualifications and similar assignments; (iii) copies of the required degrees and relevant certificates; and (iv) documentary evidence of similar assignments, such as contracts, certificates of satisfactory completion or reference letters, etc. The ECOWAS Commission reserves the right to reject any application that is not accompanied by the required supporting documents. The evaluation criteria are (all claims must be supported with evidence): The Individual Consultant should: - Hold a master’s degree (or higher) in Law (public law, telecommunications/postal law, economic law), Economics (preferably network economics or regulation), Public Policy or any other relevant equivalent field. - A specialization or additional training in Postal Sector, digital transformation, logistics / e-commerce or postal service management is an asset. Page 1 of 2- Have at least ten (10) years of proven professional experience in sectoral public policy, regulatory reforms, or international or regional organizations, preferably in West Africa. - Demonstrate solid experience in the postal sector or closely related fields such as telecommunications, logistics or e-commerce. - Demonstrate proven participation in the drafting or revision of legal or regulatory texts, sector reform or regional harmonization missions. - Demonstrate sound knowledge of UPU frameworks, PAPU guidelines, African Union and ECOWAS integration policies. - Completion of a minimum of two (2) similar missions will be a key criterion. - Demonstrate knowledge of postal-sector transformation, including digital postal services, e- commerce, integrated and last-mile logistics, financial and digital inclusion. - Demonstrate the ability to conduct international comparative analyses, regulatory diagnosis, development of policy recommendations. - Demonstrate very good knowledge of ECOWAS institutions and postal realities in West African. - Experience addressing regional integration and regulatory harmonization issues - Excellent written and oral proficiency in English or French. Proficiency in another ECOWAS official language will be an advantage. - Prior work with ECOWAS or a similar regional organization is an asset. - Demonstrate experience with UPU/PAPU is an advantage - Knowledge of postal digital tools, and relevant publications or contributions are additional advantages.
