EXPRESSION OF INTEREST NOTICE NO. 73/PASEA/2026 FOR THE RECRUITMENT OF AN ENVIRONMENTAL SAFEGUARD ASSISTANT FOR THE PROJECT SUPPORT UNIT FOR WATER SECURITY AND SANITATION (PASEA)

1. The Government of the Republic of Côte d'Ivoire has obtained a credit from the International Development Association (IDA), in the amount equivalent to two hundred and fifty million (250,000,000) USD, for the implementation of the Water Security and Sanitation Support Project (PASEA). Part of these financial resources will be used for the recruitment of an Environmental Safeguard Assistant at the Project Support Unit for Water Security and Sanitation (PASEA).
2. Under the authority of the Coordinator and under the responsibility of the PASEA Environmental Safeguard Specialist, the Environmental Safeguard Assistant will be responsible for supporting the environmental and social safeguard team in the integration and management of environmental, social, and safety aspects in the planning and execution of all project activities (including those of the various implementing agencies) requiring consideration of environmental, hygiene, health, and safety aspects as mentioned in the Environmental and Social Commitment Plan (ESCP) and the project's Environmental and Social (E&S) safeguard instruments, in compliance with the requirements of the NES and the legal provisions of Côte d'Ivoire.
3. The specific objectives revolve around the following tasks:

• participate in the dissemination of environmental and social safeguard instruments, particularly the Environmental and Social Management Framework (ESMF) and Strategic Environmental and Social Assessments (SESA) as well as other specific studies (In-depth/Simplified ESIA, environmental and social audit, etc.) to the implementing agencies (ONAD, ONEP, DGRE, DAR) involved in the project implementation and other project stakeholders (technical structures, town halls, populations, construction companies, control missions, etc.);
• participate in the process and prepare screening reports or environmental and social selection of PASEA sub-projects;
• contribute to the development of terms of reference for conducting environmental and social assessments;
• participate in the selection process of service providers for studies and works related to environmental and social safeguards;
• participate in the execution of activities related to awareness campaigns and hygiene promotion planned for the targeted populations;
• contribute to the drafting of quarterly/annual monitoring reports on the implementation of E&S measures based on data from control mission reports and construction companies;
• review the environmental and social safeguard reports prepared by service providers;
• assist the environmental safeguard specialist of the PASEA coordination unit in evaluating, reviewing, and controlling, in liaison with ANDE, the compliance of activities with the ESMF as well as any other safeguard instrument developed during the project implementation;
• perform any other responsibility or task that may be assigned by their supervisor in order to improve project monitoring and achieve the objectives of the Project Coordination Unit.
