CENTRAL AFRICA Support Project for the Development of Continuing Education in the Forest-Wood Sector in Central Africa — Phase 2 (ADEFAC 2) CONSULTANT SERVICES - Expressions of Interest The Network of Forest and Environmental Training Institutions in Central Africa (the « RIFFEAC »), the Project Owner, has received funding from the French Development Agency (the « AFD ») and intends to use part of this funding to make payments for the services of the National Project Manager for Gabon, within the framework of Project ADEFAC 2. Recruitment is managed by ATIBT - Association Technique Internationale des Bois Tropicaux - in its capacity as Delegated Project Owner (MOD), according to a procedure co-developed with RIFFEAC, in accordance with Article 8.2 of the Delegation of Project Ownership Agreement. Presentation of Project ADEFAC 2. The Support Project for the Development of Continuing Education in the Forest-Wood Sector in Central Africa - Phase 2 (ADEFAC 2) is financed by AFD (Convention CZZ3992, 5 million euros, 2026-2030) and implemented by RIFFEAC (Project Owner) with ATIBT (Delegated Project Owner). Continuing from ADEFAC 1 (2020-2025), it aims to structure a quality continuing vocational training (FPC) offer, led by training institutions in Central Africa, to meet the needs of a rapidly changing forest-wood sector: cessation of log exports, increased local processing, legality and traceability requirements (EUTR), development of domestic timber markets, and the rise of VSEs/SMEs and crafts. The Project is deployed in four priority countries: Cameroon, Gabon, Congo Brazzaville, and DRC (with possible extension to CAR and Equatorial Guinea), and is structured around five components: (C1) strengthening training institutions, including eight pilot establishments; (C2) structuring FPC for the benefit of professional organizations and companies; (C3) co-construction of sustainability mechanisms (thematic working groups of training institutions-private sector-administration for co-management, labeling, skills frameworks); (C4) cross-cutting activities (governance, gender, communication, and capitalization); and (C5) project management. The recruited National Project Manager will be the operational lead in their country. They will be supervised by the Regional Project Manager responsible for the implementation of the entire ADEFAC2 project and the coordination of activities in the different countries. The Candidate's Services will cover: ● Implementation of activities in the country: plan, deploy, coordinate, and supervise activities of components C1 to C4 in the country of assignment in accordance with the PTAB, identify and support beneficiary partners (pilot training institutions, professional organizations, companies, artisans, administrations). ● Coordination of pooled expertise: host and provide logistical support for short-term expert missions mobilized by ATIBT, contribute to the preparation of their ToRs, monitor the quality of deliverables, and capitalize on results. ● Facilitation of sustainability mechanisms: facilitate national Thematic Working Groups (GTT), support labeling, promotion of trades, and advocacy with national authorities. ● Monitoring, reporting, and administrative management: produce monthly activity reports to the CPR, enter indicators, manage field expenses, and prepare supporting documents in accordance with AFD procedures and the Procedures Manual. ● Partnership facilitation and representation: maintain active relationships with training institutions, administrations, and the private sector, represent the Project in national meetings and events, contribute to communication, and monitor other sector initiatives. ATIBT, in conjunction with RIFFEAC, invites Candidates to express their interest in providing the Services described above. Each Candidate may submit only one application in their own name, for a single country.
