Context The city of Boma and its surroundings are facing major risks of flooding and erosion. During flood periods, the Kalamu River overflows, causing flooding of residential areas and economic activities. These events cause significant human and material losses. Particularly in the last decade, with deadly floods in 2015, 2016, and 2025, Boma has experienced an intensification of climate hazards, increasing the vulnerability of populations, economic activities, and urban infrastructure. In order to provide responses that alleviate the problems related to climate change facing Boma, the Congolese Government, through the Ministry of Spatial Planning, has initiated the Boma Sustainable City program to meet the resilience and safety needs of Boma's inhabitants. The overall budget for the program is 50 million euros, including 40 million euros in the form of a concessional sovereign loan managed by the UGP, and 10 million euros in grants managed by Expertise France, funded by the French Development Agency. 1.1. Objectives of the Boma Sustainable City program: The general objective of the Boma Sustainable City program is to revitalize and promote the attractiveness of Boma and to deploy an integrated pilot approach for a sustainable and resilient city that can be replicated in other cities in the DRC. The specific objectives are as follows:  Objective 1: Adapt Boma to climate change 1.1 Combat erosion by carrying out urgent dredging, vegetation, and leveling work, mainly using HIMO; 1.2 Adapt socio-cultural and administrative facilities to climate change, including a sports complex, public squares, schools, and health centers.  Objective 2: Enhance Boma's attractiveness: 2.1. Rehabilitate basic infrastructure (roads, electricity, water supply) to improve equitable access to essential services; 2.2. Encourage economic opportunities and social cohesion, including the rehabilitation of tourist sites, the youth center, and the women's center 2.3. Integrate Boma into the Province's development by defining a Spatial Planning Plan.  Objective 3: Strengthen the technical capacities of national and local authorities to carry out this initiative: 3.1 Ensure good management and efficient execution of planned activities, particularly with the technical support of Expertise France; 3.2 Strengthen the technical capacities of beneficiaries to ensure the sustainability and durability of the works carried out. 1.2. Program operating procedure The program's operating procedure is as follows: • The Sustainable City Program is based on mixed financing from AFD: a concessional sovereign loan of 40 million Euros, supplemented by a grant of 10 million Euros. • The financing agreement for the 40 million euro loan is signed between the French Development Agency (AFD) and the Ministry of Finance of the Democratic Republic of Congo; • Project ownership for the loan-financed project is ensured by the Ministry of Spatial Planning, represented by the National Agency for Spatial Planning (ANAT), through a delegated project ownership mandate, to manage the entire program; • ANAT is supported by a Project Management Unit (UGP). The UGP has administrative and financial management autonomy and is accountable to the Ministry of Finance for the use of funds. It is responsible for the fiduciary and operational management of the project, including planning, administrative and financial management, implementation, and technical supervision of implementing partners. • The management of a 10 million euro grant financed by AFD is entrusted to Expertise France, a subsidiary of the AFD group, in collaboration with ANAT, the delegated project owner. - A steering committee for the initiative, covering both loan and grant financing, will be created. It is a steering body for validation of activity programs, setting priorities, and optimizing investments.
