Call for proposals for the award of a Low Value Grant (LVG) to an eligible Civil Society Organization (CSO) for the design and implementation of socio-professional reintegration preparation activities for detainees in the Anosy region. 1. OBJECTIVE This document constitutes the Terms of Reference for a call for proposals for the award of a Low Value Grant (LVG) to an eligible Civil Society Organization (CSO), for the design and implementation of socio-professional reintegration preparation activities for detainees, as well as the revitalization of penal camps in the Anosy region, within the framework of Shift 2 of the Civic Pact Portfolio “State institutions at all levels are accountable, respect the rule of law and strengthen citizens’ trust in the management of public affairs”. This is a grant mechanism aimed at measurable development results, not a service contract. 2. PROGRAMMATIC REFERENCE This LVG is part of: · Shift 2 Outcome: State institutions at all levels are accountable, respect the rule of law and strengthen citizens’ trust in the management of public affairs; · Output 2.2: Institutions responsible for enforcing justice and the rule of law are strengthened at national and sub-national levels, for improved and equitable access to justice and strengthened fight against corruption, with a focus on women and marginalized groups; · Intervention 1.1: Socio-professional reintegration and improvement of detention conditions · Action 1.1.3: Support for socio-professional reintegration initiatives for detainees and improvement of detention conditions with a focus on women detainees · Indicator: Number and proportion of supported individuals having access to justice through formal systems including environmental justice 3. CONTEXT AND JUSTIFICATION In a context of political transition driven by the mobilization of Malagasy youth under the so-called “Gen Z” movement in September 2025, the new Malagasy regime has adopted a General State Policy emphasizing the Refoundation of the country on a structural and institutional level, and the fight against corruption. Furthermore, this state commitment is in line with the achievement of strategic plan 1, relating to the strengthening of good governance, the rule of law and security, of the United Nations Sustainable Development Cooperation Framework for the period 2024-2028 (UNSDCF 2024-2028) on the one hand.

In addition, Effect 1 of the UNSDCF aims to ensure that “the Malagasy population, particularly those left behind, enjoy their rights, in a climate of political stability, social cohesion and lasting peace, where the social contract is strengthened”.

On the other hand, this commitment aligns with the mandates of the United Nations Development Programme specified in its Country Programme Document (CPD) 2024-2028 regarding outcome 1.2 which aims for “institutions responsible for the rule of law and justice at the national and sub-national level to be strengthened to promote access to justice, fight corruption, with a focus on women and marginalized groups”. It is in this sense that Shift 2 of the Civic Pact Portfolio, focused on the rule of law, continues to implement priority activities for strengthening governance by supporting the Ministry of Justice’s will to strengthen the rule of law through improving detention conditions and preparing detainees for socio-professional reintegration. The Malagasy prison system faces significant structural and institutional challenges. Indeed, in addition to daily challenges related to the increasing number of detainees and often cramped detention conditions, penal institutions also encounter difficulties in effectively carrying out their social reintegration preparation missions, due to a lack of appropriate resources, structured activities, and adapted support mechanisms.

This situation calls into question the purpose of incarceration focused on rehabilitation. In the Anosy region, the weakness of social and professional reintegration systems for detainees constitutes a major structural challenge, as detention remains characterized by a lack of educational, professional, and psychosocial activities, leading to a high prevalence of depressive disorders estimated at 90% by the prison administration. Upon their release, the lack of effective preparation for reintegration, combined with economic precariousness and social stigmatization, exposes former detainees to a high risk of marginalization and recidivism. Faced with these challenges, this LVG aims to support initiatives.
