1. The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the Ghana Digital Acceleration Project (GDAP), and intends to apply part of the proceeds toward payments under the contract for THE REDESIGN, DEVELOPMENT, OPERATIONS AND MAINTENANCE OF THE eGOVERNMENT DIGITAL SERVICES PLATFORM. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
2. The Ministry of Communication, Digital Technology and Innovation (MoCDTI) now invites sealed Bids from eligible Bidders for the Ghana.gov Revamp Project comprising of two interconnected components:
- eGovernment Digital Service Platform – a centralized digital services portal enabling efficient delivery of government services.
- Ghana.gov Citizens App – a mobile interface enhancing citizen engagement and access to public services.
The selected vendor is expected to design, build, finance, and operate a secure, user-centric, and interoperable platform aligned with Ghana’s Digital Economy Policy, the National Enterprise Architecture (GGEA/eGIF), and international standards such as Digital Public Goods (DPG) principles. The scope of work is organized into five key components:
The vendor as part of the scope of work will undertake the following
- Discovery, Assessment and Design
- Platform Architecture and Solution Design
- Development, Implementation and Migration
- Capacity Building, Knowledge Transfer and Sustainability
- Documentation and Project Delivery
- Managed Service for the Platform for a five-year period
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” 7th Edition, September 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 80% and for Bid cost: 20%
5. Interested eligible Bidders may obtain further information from the address below and inspect the bidding document during office hours 0900 to 1700 at the address given below.
6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of GH¢2,000.00. The method of payment will be cash or bank draft in the name of the Ministry of Communication, Digital Technology and Innovations. The document will be sent by either email, courier or pickup. Cost of courier service shall be borne by prospective bidders.
7. Bids must be delivered to the address below on or before 10:00GMT, 23rd July 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at 10:00GMT 23rd July 2026. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
8. All Bids must be accompanied by a Bid Security in the amount of US$100,000.00 in the case of Bank Guarantee and US$500,000.00 for Insurance Bond.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
