1. The Government of Malawi has received financing from the World Bank toward the cost of the Malawi Emergency Power Restoration Project and intends to apply part of the proceeds toward payments under the contract[1] for Rehabilitation Works for the Main Spillway, Reconstruction of Embankment Dam, Construction of Auxiliary Spillway, Construction of Permanent Irrigation Intake, Reconstruction of Right Dam Abutment, Reconstruction of Training Dike, Rehabilitation of Dam Instrumentation and Removal and Disposal of Cofferdams[2].
2. The Electricity Generation Company (Malawi) Limited now invites sealed Bids from eligible Bidders for Construction Works for Kapichira Dam Rehabilitation and Strengthening. The scope of works includes:
- Comprehensive rehabilitation and strengthening of Kapichira Dam by reconstruction of the damaged earthfill embankment dam, construction of emergency spillway with automatic Tops gates, construction of Permanent Irrigation Intake, construction of right dam abutment, main spillway rehabilitation, rehabilitation of training dyke and installation of modern dam instrumentation for dam safety monitoring.
- The scope of works aims at restoring full operational integrity of Kapichira Dam, making it more resilient against future climate change related events whilst also integrating an intake for irrigation services.
- The construction period is about 44 months.
3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” September 11, 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for the Bid cost: 50%.

The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at 2 P.M. on Wednesday 11 November 2026 . All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
8. All Bids must be accompanied by a: (i) Bid-Securing Declaration, and (ii) Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
9. There shall be a Pre-Bid Meeting (non-Mandatory) scheduled as follows:
