The People's Republic of China Lingyuan City Central Heating Project Lot 3: Decarbonization Plan, Special Planning and Related System Services (Bidding No.: 0733-26253719) CONSULTING SERVICES Expressions of Interest I.Introduction The Lingyuan Antai Heating Co., Ltd. on Behalf of the Bureau of Finance of Lingyuan Municipality(hereinafter referred to as "the Client") has received a financing from Agence Française de Développement ("AFD"), and intends to use part of the funds thereof for payments under the following project: Lot 3: Decarbonization Plan, Special Planning and Related System Services. The Services of the consultant shall consist of the compilation of Decarbonization Plan and Special Planning, data coordination and security protection system services for Integrated Intelligent Heating Management and Control System, and the organization of thematic seminars, technical exchanges, and inspection tours. The Client hereby invites Applicants to show their interest in delivering the Services described above. This Request for Expressions of Interest is open to: √Consulting firms Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr. The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any of the JV members) submits or participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications. If the Applicant is a JV, the expression of interest shall include: a copy of the JV Agreement entered into by all members, or a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal, In the absence of this document, the other members will be considered as Subconsultants. Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications. II.Project Background 1. Background The Central Heating Project of Lingyuan City, Liaoning Province is a people’s livelihood project committed to promoting the interconnection of regional primary heating pipe networks, the comprehensive renovation of secondary pipe networks and in-building pipelines, as well as the upgrading and quality improvement of heat exchange stations. By innovating heating technologies and renewing heating facilities, the project serves as a demonstration initiative for the efficient utilization of thermal energy and the green and low-carbon transformation of the heating system. Through the application and implementation of a variety of sustainable heating technologies, the project aims to improve the energy efficiency of the regional heating system and significantly reduce carbon emissions in the heating sector. It targets the establishment of a digital, intelligent and low-carbon modern heating system, so as to enhance heating safety, energy efficiency and environmental friendliness. To ensure the smooth advancement of the project, it is necessary to entrust a professional consulting institution to provide services including the compilation of special urban heating planning, formulation of heating decarbonization plans, overall coordination of intelligent heating, construction of safety systems, and organization of thematic exchanges. 2. Objectives The consulting services are intended to achieve the following goals: To compile the Special Urban Heating Plan of Lingyuan City (2025–2035); To formulate the Urban Heating Decarbonization Plan of Lingyuan City (2025–2035); To provide data coordination services and security protection system services for the integrated management and control system of intelligent heating; To organize thematic seminars, technical exchanges and field investigations, so as to facilitate knowledge sharing and collaboration among relevant parties including project beneficiaries, project owners and construction contractors. 3. Scope of Work Service 1: Compilation of the Special Urban Heating Plan for Lingyuan City (2025–2035). Service 2: Compilation of Urban Heating Decarbonization Plan of Lingyuan City (2025-2035), in the continuation of the preliminary draft decarbonization pathway study mandated by AFD (which will be provided during the execution stage). Service 3: Data Coordination and Security Protection System Services for Integrated Intelligent Heating Management and Control System. Service 4: Inspection and Exchange Activities on Decarbonization Transformation Technologies and Policies in the Heating Sector (Seminars, Technical Exchanges and Field Visits). 4.
