Description
Rocky View County and the Town of Cochrane are undertaking an update of the Town of Cochrane–Rocky View County Intermunicipal Development Plan (IDP) and development of the Intermunicipal Collaboration Framework (ICF).
The IDP is a statutory planning policy document that establishes a framework for coordinated land use planning, growth management, infrastructure coordination, and intermunicipal collaboration between the two municipalities.
The ICF is a statutory agreement created between municipalities that share a common boundary. It outlines intermunicipal services, methods of service delivery, cost-sharing mechanisms, dispute resolution, and an approach to developing new servicing agreements between municipalities.
To support this work, Rocky View County and the Town of Cochrane are seeking two distinct but complementary consulting services through this procurement:
1. Facilitation and Engagement Consultant – responsible for the design and facilitation of workshops with the Intermunicipal Committee, Councils, and Administrations related to vision setting, priorities, and policy direction and for leading public and stakeholder engagement activities; and
2. Planning Advisor - responsible for providing technical planning, research, policy, and advisory services.
The purpose of this RFP is to engage qualified consultants to support a transparent, informed, and well‑coordinated IDP update and ICF development process that reflects intermunicipal interests, statutory requirements, and long‑term growth objectives.
