De gemeente Utrecht wil een Raamovereenkomst afsluiten met één Opdrachtnemer voor het leveren, plaatsen, onderhouden en verwijderen van kwalitatief hoogwaardige sanitaire voorzieningen tegen een optimale prijs-kwaliteitverhouding, die voldoen aan de gestelde eisen in het Programma van Eisen. De gemeente heeft getracht de kwaliteit en uitstraling van de huidige sanitaire voorzieningen daarin vast te leggen en ambieert dat de nieuw te leveren sanitaire voorzieningen minimaal gelijkwaardig zijn aan de huidige kwaliteit en uitstraling. Denk hierbij aan levensduur, degelijkheid, kleur en afmetingen. De opsomming is niet limitatief. Daarnaast bevat de nieuwe Raamovereenkomst een juiste borging van de dienstverlening, duidelijke communicatie, ontzorging en verduurzaming.
