SELECTION OF CONSULTING FIRMS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSION OF INTEREST (EOI) Electronic Submissions through WBGeProcure RFx Now ASSIGNMENT OVERVIEW Assignment Title: Satellite-Based and AI-Enabled Yield Monitoring for Index Agricultural Insurance in Senegal Assignment Countries: Senegal ASSIGNMENT DESCRIPTION The objective of this assignment is to engage a qualified consulting firm or technology company with demonstrated expertise in satellite remote sensing, geospatial analytics, artificial intelligence (AI), and agricultural yield estimation to provide high-quality crop yield data for agricultural plots targeted by one of IFC’s partners in Senegal, CNAAS (Compagnie Nationale d'Assurance Agricole du Sénégal). CNAAS has played a pioneering role in developing index-based agricultural insurance solutions to protect farmers against climate-related risks. This engagement is meant to improve the accuracy, consistency, and timeliness of yield information for CNAAS-insured plots. The selected firm will generate crop yield data to support CNAAS's rainfed crop insurance product covering multiple crops including peanuts, rice, and maize across ten administrative regions of Senegal: Diourbel, Fatick, Kaolack, Kaffrine, Kédougou, Kolda, Louga, Tambacounda, Thiès and Ziguinchor. Throughout this period, the selected firm will monitor insured agricultural plots using satellite observations and AI-enabled analytical tools to generate continuous yield data, related data such as crop conditions and explanations of factors that led to these conditions. CNAAS will use these outputs to benchmark and validate the satellite- and AI-derived yield data against field-based crop-cutting surveys. This complementary approach is intended to strengthen CNAAS's capacity to produce reliable, transparent, and timely yield estimates for insured agricultural plots, thereby improving the effectiveness and credibility of its rainfed agricultural insurance products. SUBMISSION REQUIREMENTS The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase. Expressions of Interest should be submitted, in English, electronically through WBGeProcure RFx Now NOTES Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
