Published by Ministry of Environment and Forests, Department of Environment. Procuring Entity: Project Director, Integrating Climate Change Adaptation into Sustainable Development Pathways of Bangladesh Project. For SD-6: 1) Beneficiary Selection and Livelihood Needs Assessment: ? Site selection (most vulnerable unions within selected upazilas) will be based on the Local Adaptation Plan of Action (LAPA) and conducted in coordination with Upazila Administration. ? Conduct community consultations to ensure community ownership and transparency. ? Develop transparent selection criteria aligned with project guidelines and share with Project Director (PD) for approval. ? Establish beneficiary selection committees with Union Parishad and Upazila administration representation, following the project guidelines. ? Conduct household-level assessments to identify livelihood needs, existing skills, and potential opportunities. ? Publicly display beneficiary lists and establish a timeframe for complaints and grievances. ? Verify eligibility and document the complete selection process with photographs and signed records. ? Ensure only one beneficiary per household is selected for livelihood support. 2) Business and Livelihood Plan Development: ? Conduct individual/group-level consultations with selected beneficiaries to develop tailored business/livelihood plans. ? Assess market potential, benefits, and feasibility of different livelihood options. ? Prepare simple, easily understandable livelihood plans that include production plans, financial projections, and marketing strategies. ? Ensure plans are climate-resilient and consider seasonal variations and climate risks. 3) Training and Capacity Building: ? Conduct training needs assessment and develop training modules for climate-resilient livelihood options. ? Organize livelihood training (day-long sessions in 100 batches), in coordination with upazila line departments covering Climate-adaptive production technologies, Improved practices for selected livelihoods i.e. poultry, livestock, horticulture, aquaculture, handicrafts, etc. and Disaster-resilient livelihood management. 4) Provision of Livelihood Support will be provided in two phases to ensure both immediate income generation and long-term food security: ? Phase 1: Core Livelihood Support for Income Generation (Approx. 90% of livelihood budget) ? Phase 2: Common Household-Level Food Security Support (Approx. 10% of livelihood budget) 5) Support Market Linkage and Value Chain Development: ? Conduct market analysis and map relevant market actors, service providers, and value chain actors. ? Organize market linkage meetings/workshops where beneficiaries can interact with: Input suppliers, Traders and Wholesalers, financial service providers, and Government extension service providers. ? Link beneficiaries to government safety net programs and social protection schemes. 6) Follow-up and Mentoring Support: ? Assign field staff to provide intensive follow-up and mentoring to all beneficiaries ? Conduct regular household visits to resolve IGA-related issues and provide technical guidance ? Document challenges and success stories ? Provide refresher training and troubleshooting support as needed Procurement Method: Quality and Cost Based Selection(QCBS). Budget and Source of Funds: Development Budget Grant/Credit. Experience and Resources Required: For SD-6: 1. Legally registered as a non-governmental, non-profit, non-political organization in Bangladesh. valid registration with NGO Affairs Bureau of Bangladesh and/or with any appropriate national authority. updated Tax Certification with TIN and VAT Registration. 2. Minimum 10 years of overall experience working in the climate change adaptation and development sector with donor-funded projects. 3. Minimum 5 years of experience in implementing livelihood support programs for vulnerable households, supported by official Completion Certificate(s)/experience certificate(s) with signed Contract Agreement and ToR for finished projects, or a Partial Completion Certificate (minimum 75% physical completion) along with the signed Contract Agreement and ToR for ongoing similar projects. 4. Demonstrated geographical presence and work experience in the target at Sylhet/Rangpur/Chattogram Division. 5. Similar work experience with the project of Department of Environment (DoE) will get preference 6. Similar work experience with United Nations (UN) Agencies will get preference 7. Experience implementing at least one similar nature project with a minimum budget of BDT 5 Crores each within the last 5 years. 8. Minimum average annual turnover of BDT 50 Crore over the last two (2) financial years (2023–2024 and 2024–2025, or 2024–2025 and 2025–2026 if audited) supported by official Audit Reports..
