SD-5: Cash grant for shielding flood affected houses with locally available cost-effective materials (1,500 Households)

Procuring Entity: Project Director, Integrating Climate Change Adaptation into Sustainable Development Pathways of Bangladesh Project. For SD-5: 1) Beneficiary Selection and Housing Repair Needs Assessment: ? Site selection (most vulnerable unions within selected upazilas) will be based on the Local Adaptation Plan of Action (LAPA) and conducted in coordination with Upazila Administration. ? Conduct community consultations to explain selection criteria and process. ? Develop transparent selection criteria aligned with project guidelines and share with PMU for approval. ? Establish beneficiary selection committees with Union Parishad and Upazila administration representation, following the project guidelines. ? Conduct household-level technical assessments to evaluate vulnerability to flooding and wave action, current housing condition and structural weaknesses, required reinforcement interventions, and locally appropriate materials and techniques. ? Publicly display beneficiary lists and establish a timeframe for complaints and grievances. ? Verify eligibility and document the complete selection process. 2) Provision of Housing Repair Support (Hybrid Approach): ? The housing repair support will be provided for housing repair materials i.e. Bamboo (treated for durability), CI sheets (for roofing), Timber for structural reinforcement, Geo-textile materials for slope protection, Chailla grass, dhol kalmi, and other traditional materials where appropriate. ? Support for Labor and Plinth Raising i.e. labor costs for construction/reinforcement, Plinth raising (where feasible and necessary for flood protection) and any additional locally appropriate materials. 3) Technical Support for Climate-Resilient Housing: ? Provide technical guidance on appropriate reinforcement techniques including i.e. Shielding houses using traditional knowledge (chailla grass, bamboo fences and others). Geo-textile and chailla combinations for wave erosion protection. Greenbelts of local wetland species (hijal, kaorch, reed plants and local variety) for wave action protection. Raised plinths where feasible. ? Ensure use of time-tested local knowledge and techniques. ? Monitor quality of construction/reinforcement. ? Document traditional knowledge and innovative approaches for future replication. ? Provide orientation to households on flood-proofing techniques and maintenance guidelines. 4) Follow-up and Quality Assurance: ? Conduct regular site visits during implementation to ensure quality standards. ? Document before-and-after photographs. ? Verify the material purchase documents through spot checks. ? Provide guidance on maintenance and long-term care of reinforced structures. ? Submit quarterly progress reports with photographs and case studies. Procurement Method: Quality and Cost Based Selection(QCBS). Budget and Source of Funds: Development Budget Grant/Credit. Experience and Resources Required: For SD-5: 1. Legally registered as a non-governmental, non-profit, non-political organization in Bangladesh. valid registration with NGO Affairs Bureau of Bangladesh and/or with any appropriate national authority. updated Tax Certification with TIN and VAT Registration. 2. Minimum 10 years of overall experience working in the climate change adaptation and development sector with donor-funded projects. 3. Minimum 5 years of experience in housing, shelter, or civil construction interventions for vulnerable households, particularly in flood-prone areas, supported by official Completion Certificate(s)/Experience Certificate(s) with signed Contract Agreement and ToR for finished projects, or a Partial Completion Certificate (minimum 75% physical completion) along with the signed Contract Agreement and ToR for ongoing similar projects. 4. Demonstrated geographical presence and work experience in the target at Sylhet/Rangpur/Chattogram Division. 5. Experience implementing at least one similar nature project with a minimum budget of BDT 5 Crores each within the last 5 years. 6. Minimum average annual turnover of BDT 50 Crores over the last two (2) financial years (2023–2024 and 2024–2025, or 2024–2025 and 2025–2026 if audited) supported by official Audit Reports..
