Cote d'Ivoire has established compulsory schooling from 6 to 16 years of age (law n°2015-635 of September 17, 2015). While access has improved (gross enrollment rate of 101% in 2022), PASEC 2014-2019 assessments reveal a crisis in fundamental learning: 67% of students at the beginning of schooling and 60% at the end of primary school are below the sufficient threshold in reading; 83% in mathematics at the end of primary school.
To address this, the MENAET has developed the SNAPAS, operationalized through the PNAPAS, which federates several previous initiatives (PAPSE, PEC, PNAAF, AVSI, PALEC, ELAN-CI) and introduces: new textbooks, a structured decoding-based reading method, differentiated pedagogy and remediation, reinforced proximity coaching, and progressive bilingual education in pilot schools.
