REQUEST FOR EXPRESSION OF INTEREST (CONSULTANCY SERVICES - RECRUITMENT OF AN INDIVIDUAL CONSULTANT) Selection of an Individual Consultant as Technical Lead for the Strengthening Tax Administration Capacity Project in West Africa (STACP-WA) Reference No. WATAF/STACP-WA/IC/TL/2026/10 1. The West African Tax Administration Forum (WATAF) is a member-led, intergovernmental organisation comprising tax administrations in 16 West African countries. Its vision centres on the promotion of efficient and effective tax systems in West Africa. WATAF's mission involves capacity development, data-driven research, peer review, and strategic dialogue to enhance tax systems, reinforce fiscal capacity and mobilise domestic revenue for development of West Africa. WATAF provides a platform for high-level discussions on tax administration and policy, coordination, and efficiency, ultimately contributing to the region's sustainable development. Headquartered in Abuja, Nigeria, WATAF is governed by a Council consisting of the Heads of Tax Administrations in West Africa. WATAF is funded by membership contributions, donor funds, and supports both in cash and in kind. 2. WATAF with support from the African Development Bank (AfDB), intends to apply a portion of the project funds to the Selection of an Individual Consultant to serve as Technical Lead under the Strengthening Tax Administration Capacity Project in West Africa (STACP-WA). 3. The overall objective of the project (STACP-WA) is to enhance the fiscal institutional capacity and regional integration of tax administrations in West Africa, thereby contributing to improved domestic resource mobilisation and economic resilience across the sub-region. 4. The scope of the consultancy will include driving technical capacity building and knowledge production across all programme components and safeguarding technical quality and sustainability. The contract shall be for a period of twelve (12) months, renewable based on performance and project requirements. 5. The services to be provided by the Consultant (“the Services”) shall include, but not be limited to, the following duties and responsibilities: Technical quality assurance and knowledge production  In collaboration with the project coordinator, develop the draft of all project technical documents - including training curricula, toolkits, and terms of references and concepts note for policy studies or Economic sector works.  Ensure design methodologies for studies meet the agreed standards and are adapted to WATAF member contexts.  Lead the quality assurance of project deliverables especially knowledge products funded by the project and delivered by Individual Consultants (IC’s) and consultancy firms. .  Form part of the evaluation committee to review technical proposals for the numerous studies to be undertaken by the project. Provide technical guidance during the evaluation process. Liaise with Development Partners (DP) and other Regional Tax Forums like ATAF and WAUTI in coordinating and aligning capacity building and Technical Assistance (TA) Programs for West African Revenue Administration’s (RA’s).  Provide leadership in the formation of the network of young researchers as a platform to stimulate policy debate on taxation issues in West Africa.  Provide intellectual leadership in the development of knowledge products and capacity building programs on gender and climate change issues as it relates to taxation.  Provide technical leadership on project content and substance to ensure outputs have highest quality, are relevant to West African RA’s, and are taken up by WATAF for post-project use.  Provide leadership in extractive sector governance issues in West Africa vis-à-vis the project activities and the development of knowledge products and capacity building programs on the extractive sector.  Design, develop and implement STACP-WA research agenda including commissioned studies on tax-for-development issues.  Drive development of regional public goods: E-invoicing toolkit, AfCFTA-aligned training modules for taxation, gender-taxation framework, and transfer pricing assessment tool.  Lead publication of knowledge products in accredited, reputable, peer-reviewed publishing outlets to ensure uptake. Technical committee convening  Convene technical working groups with beneficiary countries to coordinate inputs and align project activities with national priorities.  Chair thematic working groups on key areas including Extractive Sector Taxation, E-invoicing, AfCFTA-Taxation Nexus, Value-Added Taxation, etc.  Validate deliverables before Project Implementation Unit submits to AfDB.  Provide technical authority to ensure the substance of STACP-WA is well handled.  Lead peer review of technical documents and outputs by member country users and practitioners to ensure quality, relevance, and regional applicability.  Organise validation workshops with member states to secure buy-in, promote uptake, and ensure tools ar
