Selection of Communication Expert (Individual)

The Scope of Services of the Consultant includes but not limited to the following: (i) lead the preparation, implementation, and periodic updating of the project Communication Strategy in close coordination with the Communications and Awareness Firm; (ii) provide technical oversight and monitor the performance of the Communications and Awareness Firm, including reviewing communication products and supervising the implementation of communication, outreach, and capacity-building activities; (iii) ensure effective communication and coordination with key stakeholders, including relevant government agencies, local authorities, development partners, implementing agencies, and community representatives, and keep them informed of project progress and activities; (iv) design and implement communication and outreach initiatives to raise awareness among project beneficiaries and encourage the effective use of project-supported infrastructure and services, including through regular field visits, community consultations, campaigns, and public events; (v) oversee the development and management of the project's digital communication platforms, including the project website and social media channels, and promote the use of digital and new media for information dissemination and stakeholder engagement; (vi) develop key communication messages and high-quality communication materials, including press releases, speeches, talking points, newsletters, success stories, knowledge products, and other public information materials; (vii) establish and maintain effective relationships with the media to ensure accurate and timely coverage of project activities and achievements; (viii) prepare annual and periodic communication work plans and communication calendars aligned with project implementation schedules and activities of consulting firms and implementing partners; (ix) document and disseminate project achievements, lessons learned, best practices, and knowledge products for internal and external audiences; (x) establish and implement a monitoring and evaluation framework for communication activities, including performance indicators and reporting mechanisms to assess the effectiveness and impact of communication interventions; and (xi) perform any other communication and stakeholder engagement-related tasks assigned by the PIU to support the successful implementation of the project. Experience and Resources Required: Educational Qualification: The Consultant should have a Master’s degree in Mass Communication, Law, Business Administration, Journalism, Public Relations, Film & Television Studies, Public Policy, or other relevant subjects in the field of social science or creative arts. Experience: The Consultant should have 10 years of professional experience. with 07 years of demonstrated experience in providing advisory services in communications, social awareness and citizen engagement in development projects.
