Position Overview
The Position is Open for Liberia Residents only
The Senior ICT Project Manager will lead the end-to-end delivery of the assigned project, coordinating people, processes, vendors and government stakeholders to ensure the project is delivered on time, within scope and within budget. The role owns project planning, governance, risk and change management, quality assurance, client and stakeholder relationships, and reporting to user client. The Project Manager will lead an ICT multidisciplinary delivery team.
Scope of Work
Project Planning and Delivery
Define and manage project scope, objectives, deliverables and success criteria with all relevant stakeholders, ensuring technical feasibility.
Develop and maintain comprehensive project plans, work breakdown structures, schedules and resource plans covering all phases from inception through commissioning and handover.
Ensure the project is delivered on time, within scope and within budget; manage changes to scope, schedule and cost using appropriate verification and change-control techniques.
Coordinate internal resources and third parties/vendors for flawless execution, including subcontractors, OEMs and agency technical teams.
Oversee acquisition of resources and materials, negotiating price and payment agreements with vendors in coordination with finance.
Governance, Risk and Quality
Establish project governance structures, steering committee reporting and decision logs.
Identify, assess and manage project risks and issues; maintain risk and issue registers with mitigation plans.
Define and enforce quality assurance processes across software delivery, infrastructure commissioning and security assurance, including UAT and acceptance criteria.
Ensure compliance with contract requirements, procurement rules and applicable government standards.
Stakeholder and Client Management
Manage the relationship with the client and all participating government agencies.
Communicate proactively with all involved personnel to identify problems, create solutions and implement efficiency improvements.
Organise, chair and document project meetings; follow up on actions and decisions.
Lead change management, training coordination and knowledge transfer to government counterparts.
Performance, Reporting and Team Leadership
Measure and report project performance (schedule, cost, quality, earned value) using appropriate tools and techniques.
Analyse project economics and provide actionable feedback on cost-benefit and return on investment.
Delegate tasks based on team members' strengths, skills and experience; mentor and supervise the delivery team.
Archive, maintain and store all project documentation using relevant tools.
Perform any other duties assigned by management.
Qualifications, Certifications and Experience
Master's degree in Project Management, ICT, Business Administration
or a related field of study.
Bachelor's degree in ICT, Computer Science or Software Engineering
.
Project Management Professional (PMP) or PRINCE2 Practitioner certification
(required). Agile certifications (PMI-ACP, Certified Scrum Master) and ITIL 4 Foundation are an added advantage.
Minimum eight (8) years' relevant experience
managing complex ICT projects, including at least three (3) years leading e-government, digital transformation, systems integration or donor-funded ICT projects.
Demonstrated success delivering large multi-stakeholder projects involving government ministries and agencies, preferably in Africa.
Demonstrated understanding of project management processes, strategies and methods, including both waterfall and agile delivery.
Strong working knowledge of MS Office and project management tools (MS Project, Jira, or equivalent).
Experience managing budgets, vendor contracts and subcontractors.
Working knowledge of software development lifecycles, infrastructure deployment and cybersecurity considerations sufficient to lead technical teams.
