Consultoria Individual - Desenvolvimento de Normas de Privacidade e Segurança - Ref.ª SCEXT-SER 03-2025
O Governo da República de Angola, por intermédio do Ministério da Acção Social, Família e Promoção da Mulher (MASFAMU), recebeu financiamento do Banco Internacional para a Reconstrução e Desenvolvimento (BIRD), através do Acordo de Empréstimo IBRD-97180, para implementar o Projecto de Reforço do Sistema de Protecção Social para o Capital Humano e a Resiliência (P181495), e pretende aplicar parte desses recursos na contratação de um Consultor Individual para desenvolver normas de privacidade e segurança de dados do Cadastro Social Único (CSU).
A UIP convida consultores individuais elegíveis a manifestarem interesse na prestação dos serviços. A missão inclui analisar o quadro legal e as práticas existentes; identificar lacunas e riscos; elaborar normas sobre protecção de dados pessoais, gestão de acessos, retenção e descarte de informação, uso responsável de tecnologia e resposta a incidentes; e desenvolver guias, checklists e acções de formação.
A contratação será realizada na modalidade de Consultor Individual, na categoria de Serviços de Consultoria, em conformidade com o Regulamento de Aquisições do Banco Mundial aplicável aos Mutuários de Financiamento de Projectos de Investimento e com o Plano de Aquisições aprovado no STEP.
