Assignment Title: CONSULTING SERVICES FOR THE MANAGEMENT OF THE PROJECT PREPARATION MECHANISM

The Government of Angola has received financing from the World Bank Group's International Bank for Reconstruction and Development (IBRD) toward the cost of the Accelerating Economic Diversification and Job Creation Project (Diversifica Mais) and intends to apply part of the proceeds for consulting services for Management of the Project Preparation Mechanism (MPP).

The consulting services (“the Services”) consist of hiring a consulting firm to act as the Managing Entity for the Diversifica Mais Envelope (ME-D+), under DNPPP/MINPLAN supervision, to operationalize the MPP envelope and support the preparation of PPP projects, particularly for the Lobito Corridor pipeline.

The assignment includes, inter alia:

  1. Preparation of an ME-D+ workplan aligned with DNPPP priorities and Lobito Corridor PPP pipeline;
  2. Development of standardized TORs and contract templates for specialized experts (prefeasibility, feasibility, transaction assistance and USP assessment);
  3. Establishment and continuous update of a panel of consultants across priority sectors and expertise profiles;
  4. Quarterly pipeline, KPI and financial reporting on the D+ envelope;
  5. Recruitment and management of expert contracts for:
  • 10 projects at Prefeasibility/USP assessment stage;
  • 7 projects at Feasibility stage;
  • 4 projects at Transaction Assistance stage;

6. Final comprehensive report including recommendations for handover/continuity.

The expected duration of the consultancy contract is 42 months.

The Accelerating Economic Diversification and Job Creation Project (Diversifica Mais) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. Demonstrated qualifications in PMO (Project Management Office) (involvement in at least 5 projects of 10+ MUSD)
  2. Demonstrated qualification in setting up rules for expert Procurement in compliance with international best practices
  3. Demonstrated experience in PPP development in Africa, with specifically
    • References in the preparation of PPP projects (pre-feasibility, feasibility, preparation of tender documents) in sub-Saharan Africa (at least 2 projects)
    • References in PPP project transactions in sub-Saharan Africa (at least 2 projects)

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” revised in September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
