Description

Short-Term Expert(s) – Digital Connectivity Infrastructure (Indonesia) This procurement concerns the engagement of one or two experts to support the Ministry of Communication and Digital Affairs of Indonesia (Komdigi) in strengthening its capacity to assess and advance strategic digital connectivity infrastructure. The assignment combines technical and institutional advisory support, practical capacity building, and stakeholder and partnership engagement. The assignment will be implemented primarily on-site in Indonesia, with a maximum duration of 130 person-days, of which up to 30% may be delivered remotely. The assignment is expected to commence in December 2026. It may be delivered by a single Lead/Sole Expert or by two complementary experts and may additionally include limited organisational backstopping from the experts’ home organisation. This provides flexibility for Finnish organisations to combine expertise where needed. HAUS Finnish Institute of Public Management Ltd implements this procurement on behalf of the Finnish Digital and Green Transition (FDGT) project. Through FDGT, HAUS mobilises Finnish expertise to support the digital development of public institutions in Africa, Asia, and Latin America through targeted expert secondments. These assignments provide a practical platform for applying Finnish know-how in international public-sector contexts while building professional networks and institutional partnerships with local stakeholders. Finnish experts may represent public sector organisations, private sector entities (from individual entrepreneurs to SMEs and larger firms), or civil society organisations. Indonesia is investing in the development of its digital infrastructure and connectivity as an important foundation for digital transformation and economic development. As a large archipelagic country, strengthening domestic and international connectivity requires both technical solutions and effective cooperation between government, infrastructure operators, investors and other stakeholders. The assignment also takes place within a broader EU–Indonesia and EU–ASEAN cooperation landscape around sustainable connectivity and digitalisation. The EU is strengthening its engagement with Indonesia on connectivity, investment and digitalisation under the Global Gateway framework, including efforts to mobilise sustainable infrastructure investment and private-sector participation. This wider European engagement provides a relevant context for the assignment and for potential longer-term cooperation between Indonesian and European stakeholders. The secondment offers Finnish organisations an opportunity to contribute directly to this evolving connectivity landscape. The work will focus on connectivity infrastructure assessment and planning, options and feasibility analysis, international and subsea connectivity, practical capacity building, and stakeholder and partnership dialogue. The objective is not to produce a stand-alone high-level strategy, but to strengthen Komdigi’s practical capacity to assess future connectivity options and take them forward together with relevant public and private stakeholders. The assignment is particularly relevant for Finnish organisations and experts with experience in telecommunications and digital connectivity infrastructure, subsea/submarine cable infrastructure, public-sector advisory, infrastructure feasibility and planning, capacity building, and international partnerships or business development. The assignment allows Finnish organisations to bring together complementary expertise through one or two experts and, where needed, specialised organisational backstopping. The contract for the assignment will be concluded between the tendering Finnish organisation and HAUS. HAUS handles the contracts and payments for the assignment, and the main assignment-related cost - including expert remuneration, flights, accommodation, and daily allowances - are covered under the agreed contractual arrangements. The host organisation, Komdigi, is Indonesia’s central government ministry responsible for communication and digital affairs, providing a credible institutional counterpart, strong ownership, and direct access to the policy and stakeholder landscape relevant to the assignment.
