Maashorst, Veldhoven, Vught, de Gemeenschappelijke Regelingen Dienst Dommelvallei, Samenwerking A2 gemeenten,
Samenwerking Kempengemeenten en Peelgemeenten, GGD Brabant-Zuidoost, Omgevingsdienst Brabant Noord (ODBN), Omgevingsdienst Zuidoost-Brabant (ODZOB), Veiligheidsregio Brabant Zuidoost (VRBZO), Werkorganisatie MijnGemeenteDichtbij, Metropool Regio Eindhoven (MRE) en Bizob.
Deze Europese aanbesteding betreft het sluiten van een raamovereenkomst (ROK) met een software reseller voor de doorlevering van Standaard software én de bij de deelnemende organisaties veel gebruikte kern-applicaties, inclusief aanvullende dienstverlening. Nadere overeenkomsten (NOK’s) onder de raamovereenkomst worden bij de te contracteren reseller uitgezet middels een offerteaanvraag (productgericht óf functioneel).
De aanbestedende dienst heeft de opdracht bewust samengevoegd. De motivatie om de opdracht samen te voegen en niet te verdelen in percelen, is omdat:
- de relevante markt bestaat uit landelijk opererende bedrijven van dusdanige omvang dat deze de grootte van deze opdracht als proportioneel en wenselijk beschouwen. De opdrachten vertonen veel samenhang en de risico’s zijn beheersbaar voor zowel aan-bestedende dienst als ondernemer;
- het een financieel voordeel betreft voor zowel de aanbestedende dienst als de marktpartijen. Voor de aanbestedende dienst betekent het collectief uitvoeren van de gehele inkoopprocedure een kostenbesparing. Voor inschrijvende partijen scheelt een gezamenlijke procedure in de transactiekosten, omdat men immers maar eenmaal hoeft in te schrijven.
- de samenhang binnen de opdracht is erg groot. De opdracht betreft het leveren van software, echter de producten kunnen van verschillende fabrikanten zijn. Door de opdracht samen te voegen krijgt de aanbestedende dienst slechts één aanspreekpunt met meerdere contactpersonen voor de aanschaf van de software waardoor de beheersbaarheid wordt geoptimaliseerd en de administratieve last wordt beperkt.
De overeenkomst wordt aangegaan voor een periode van minimaal twee jaar en maximaal vier jaar. De ingangsdatum van de raamovereenkomsten is voorzien in de maand december 2025.
