In Angola, ForAfrika delivers integrated development and humanitarian programmes in Health and Nutrition, Water, Sanitation and Hygiene (WASH), Food Security and Livelihoods, Education, and Emergency Response. As part of its Country Strategic Plan, ForAfrika Angola aims to strengthen its partnerships and diversify its funding base through deeper engagement with the Government of Angola, United Nations agencies, bilateral and multilateral donors, private sector companies, foundations, financial institutions, and civil society organisations. Recognising that sustainable development requires strong multi-sector collaboration, the Country Office seeks an experienced consultant to support strategic partnership development, resource mobilisation, stakeholder engagement, and institutional positioning. The consultancy will contribute to building long-term partnerships that enhance programme impact, strengthen organisational visibility, and increase sustainable funding opportunities. Purpose of the Consultancy The purpose of this consultancy is to support ForAfrika Angola in developing and implementing a comprehensive partnership and resource mobilisation strategy that strengthens relationships with key stakeholders and positions the organisation as a preferred partner for development and humanitarian programming. The consultant will identify and cultivate strategic partnerships, facilitate high-level engagement with key institutions, support proposal development, and establish and track systems that improve partnership management and long-term collaboration. Objectives The consultancy aims to: Develop comprehensive stakeholder engagement and partnership development plan for 2027 – 2029. Strengthen relationships with Government institutions, UN agencies, donors, NGOs, and private sector partners Expand and diversify ForAfrika Angola's funding base. Position ForAfrika as a trusted strategic partner within Angola's development landscape. Support the development of competitive funding proposals and partnership concepts. Strengthen institutional capacity collateral for partnership management and resource mobilisation. Scope of Work The consultant will undertake the following assignments: 1. Partnership Mapping and Stakeholder Analysis Conduct a comprehensive mapping of strategic stakeholder engagement operating in Angola. Analyse stakeholder interests, priorities, funding mechanisms, and partnership opportunities. Develop and maintain a stakeholder database with key contacts and engagement priorities. 2. Private Sector Engagement Develop and implement a Private Sector Engagement Strategy targeting companies operating in Angola, particularly in: Mining,Oil and Gas,Energy,Logistics and Transport,Agriculture,Manufacturing Telecommunications,Banking and Financial Services,Construction Retail,Lobito Corridor, Blue Economy/Fisheries Responsibilities include: Identifying companies with CSR and Environmental, Social and Governance priorities aligned with ForAfrika's mission. Developing tailored partnership value propositions for co-creation and discussions. Facilitating engagement with senior corporate leadership/decision makers. Promoting employee engagement initiatives. Developing sponsorship and funding opportunities. Identifying shared-value partnerships and long-term collaborations 3. Government Engagement Support the Country Office in strengthening collaboration with Government by: Developing a Government Engagement Strategy. Facilitating high-level meetings with Ministries, Provincial Governments, and Municipal Authorities. Supporting the development and renewal of Memoranda of Understanding (MoUs). Identifying opportunities for co-financing and public-private partnerships. Supporting advocacy and policy engagement aligned with ForAfrika's strategic priorities. Strengthening government ownership and sustainability of programmes. Ensuring ForAfrika is on Government databases for events, workshops and thought leadership. 4. United Nations and Development Partner Engagement Support strategic engagement with: United Nations Agencies Bilateral donors Multilateral organisations International Financial Institutions International and National NGOs Philanthropic Agencies Responsibilities include: Identifying funding opportunities. Facilitating strategic introductions. Supporting participation in coordination platforms and technical working groups. Identifying consortium opportunities. Strengthening collaboration on programme design and implementation. 5. Staff Capacity Building. Provide coaching and mentoring to Country Office staff on: Strategic partnerships. Government engagement. Donor relations. Corporate fundraising. Proposal development. Negotiation and influencing skills. Stakeholder management. Resource mobilisation. Partnership stewardship. Key deliverables and Expected Results By the completion of the consultancy, the consultant will deliver the following: A comprehensive partnership and resource mobilisation strategy. Stronger institutional relationships with Government, UN agencies, donors, NGOs, and private sector organisations. An active and diversified partnership pipeline. Enhanced visibility and positioning within Angola's development sector. Improved systems for stakeholder and partnership management. Increased staff capacity to sustain partnership development efforts. A stronger pipeline of funding opportunities and strategic collaborations. Knowledge, Skills and Abilities. Master’s degree in international development, Business Administration, Public Policy, International Relations, Economics, Marketing, Communications, or a related discipline. At least 10 years of progressively responsible experience in strategic partnerships, business development, resource mobilisation, or institutional fundraising. Demonstrated experience working with international NGOs, UN agencies, government institutions, or development partners. Proven track record in developing successful partnerships with governments, donors, private sector organisations, and civil society. Strong experience in proposal development and donor engagement. Demonstrated knowledge of Angola's development landscape and institutional environment. Experience engaging senior government officials and corporate executives. Excellent negotiation, networking, and relationship management skills. Experience facilitating multi-stakeholder partnerships and consortium development. Key Competencies The successful consultant should demonstrate: Strategic leadership Partnership development Resource mobilisation Political and institutional awareness Excellent communication and presentation skills Proposal writing Negotiation and influencing skills Stakeholder engagement Analytical thinking Results orientation Cross-cultural collaboration High ethical standards and integrity. Reporting and Supervision The consultant will report directly to the Country Director Angola and work closely with: Head of Programmes, Technical Leads, Finance Team, Business Development and Partnerships Global Support Office, and relevant external stakeholders as delegated by the Country Director. Formal progress review meetings will be held monthly to assess progress against agreed deliverables and KPIs. Duration and Level of Effort The consultancy will be undertaken over a period of six (6) months , with an estimated level of effort of 15–20 working days per month , based on an agreed work plan. Confidentiality and Intellectual Property The consultant shall maintain strict confidentiality regarding all information obtained during the assignment. All documents, strategies, databases, proposals, reports, and other outputs produced under this consultancy shall remain the exclusive intellectual property of ForAfrika and may not be shared or reproduced without prior written authorisation.
