Electricity procurement and supply for electrolyzers and energy management services in the RFNBO context for the period 12/2026 – 12/2029

Regionalverkehr Köln GmbH plans to build one electrolyzer with an output of approx. 2 MW at two locations. In the plants to be built, hydrogen is to be produced primarily for the supply of the client's public transport bus fleet. The hydrogen produced in the planned plants shall fundamentally comply with the RFNBO (Renewable Fuels of Non-Biological Origin) criteria according to Directive (EU) 2018/2001 – RED II and the Delegated Acts (EU) 2023/1184 and (EU) 2023/1185 as well as the 37th BImSchV. This ensures that the hydrogen produced is recognized as a renewable, sustainable fuel and can be accounted for. To meet these requirements, a demonstrably renewable electricity supply for the electrolyzers is necessary. The client therefore intends to conclude electricity supply contracts as Power Purchase Agreements (PPA) with operators of Renewable Energy (RE) plants. These contracts are intended to ensure the direct, long-term provision of electricity from wind and photovoltaic plants to meet demand. The technical, market-compliant, and economic management of future electricity supply contracts (PPA) and continuous end-user supply of the electrolyzers as full electricity supply with the necessary energy quantities and underlying energy management processes required for this is part of a separate tender. The client hereby tenders the supply of electricity from renewable energies within the scope of two Power Purchase Agreements (PPA), divided into two sub-lots, in order to optimally utilize the different generation characteristics of photovoltaic and wind energy plants and to create a balanced generation portfolio. The overall project is to be commissioned in three lots. The following lots are planned: Lot 1 – Electricity procurement and supply for electrolyzers as well as direct marketing and energy management services (separate procurement procedure) Lot 2.1 – Electricity supply via a PPA from photovoltaic generation Lot 2.2 – Electricity supply via a PPA from wind power generation The contract award for the above lots will be issued by RVK. However, RVK reserves the right to organize the construction and operation of the electrolyzers in a separate company. In this case, at the request of RVK, the electricity supply contracts and the service contract may be transferred to a project company directly or indirectly wholly owned by RVK. RVK is therefore also conducting the procurement procedures on behalf of this project company to be founded.
