  1. The Government of Malawi has received financing from the World Bank toward the cost of the Digital Malawi Acceleration Project and intends to apply part of the proceeds toward payments under the contracts for the Supply and delivery of ICT Equipment and accessories (UPs and Scanners) for the Department of E-Government and Ministry of Lands
  2. The Public Private Partnership Commission now invites sealed Bids from eligible Bidders for Supply and delivery of ICT Equipment and accessories (UPs and Scanners) for the Department of E-Government and Ministry of Lands as follows:

3. Bidders may Bid for one or all contracts, as further defined in the request for bids document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid

4. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2025, Seventh Edition (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

5. Interested eligible Bidders may obtain further information from the Public Private Partnership Commission and inspect the bidding document during office hours 08:00 to 16:00 hours at the address given below at 10(a)

6. The bidding document in English Language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Twenty Thousand Malawi Kwacha (MWK20,000.00) or any freely convertible currency. The method of payment will be cash or Bank Certified check. The document will be available and can be downloaded from the following Website: https://www.pppc.mw/procurement/adverts

7. Bids must be delivered to the address below (10b) on or before 4th August 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below (10c) on 4th August 2026 from 10:00 hours.

8. All Bids must be accompanied by a Bid-Securing Declaration as appropriate.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
