Social catering 2026-2027

In the administrative area of Győr, the United Health and Social Institution of Győr provides catering as a basic service, as defined in § 62 of Act III of 1993 on social administration and social benefits. Its implementation is regulated by § 20-24 of Decree 1/2000. (I.7.) SzCsM on the professional tasks and operating conditions of social care institutions. The current public procurement procedure concerns the catering provided in the service areas of the Care Centers located at 3 sites operated by the Institution and in the 7 elderly clubs operating in the city. The catering of the institutional employees serving at the aforementioned sites is also the subject of the procurement. The service areas cover the administrative area of the city of Győr. For elderly clubs, the places of performance may change during the contract period (e.g., termination, suspension, new place of performance), if the Institution's operation so requires. The Contracting Authority considers this case a modification within the meaning of § 141 (4) a) of the Public Procurement Act. The contract period is from January 1, 2026, to December 31, 2027. The quantities of prepared meals represent the planned quantities to be delivered during the contract period (24 months). Consumption in the restaurant or home delivery by the meal recipient: 76,000 servings of lunch/2 years, 38,000 servings of lunch/1 year. Lunch home delivery by the Tenderer: 580,000 servings of lunch/2 years, 290,000 servings of lunch/1 year. Meals to be delivered to elderly clubs (in thermal containers, in warming dishes): 54,000 servings of lunch/2 years, 27,000 servings of lunch/1 year. Regulations on providing diets: For a portion of the ordered meals (approx. 25%), dietary meals must be provided if the recipient has a medical recommendation for the diet, which is kept by the Contracting Authority. Expectations regarding meal distribution points (for consumption in the restaurant or for takeaway by the meal recipient): The meal distribution point must be suitable for both on-site consumption and takeaway by the recipient. For on-site consumption, the kitchen must provide catering for at least 15 recipients at a time. It is a condition that the meal distribution point is accessible and easily reachable by public transport, and that the room for meal distribution and consumption is also accessible by wheelchair. Rules for home delivery of meals: Definition of home delivery: The meal is handed over by the kitchen staff to the recipient at the recipient's home, in a food container provided by the recipient. The kitchen delivery staff may only deviate from the place of handover after the recipient has provided written consent. The Contracting Authority will provide the Contractor with a detailed list of names and addresses for home delivery of meals. The amounts of remuneration for the delivery of prepared meals, as stipulated in the service contract, are valid until March 31, 2027. After this date, the Contractor is entitled to increase the fees by the rate of general inflation officially announced by the Central Statistical Office, effective from April 1, 2027. The Contractor may propose the percentage of price change and the new contractor fee in writing by February 28, 2027, at the latest. Price changes cannot result in retroactive price increases. Price changes can only be enforced after the Contracting Authority has acknowledged the Contractor's written notification of price changes in writing.
