- The Ministry of Health (MoH) of the Republic of Indonesia has received loan financing from the World Bank to support the implementation of the Indonesia Health System Strengthening (IHSS) Project, with total funding amounting to US$3.98 billion. The IHSS Project is a national initiative to strengthen primary care, referral services, and public health laboratories through the provision of medical equipment and system capacity building across health facilities nationwide. To support timely and accountable project implementation, the MoH intends to engage a Project Management Consultant (PMC) with global experience to ensure that equipment from the IHSS project is utilized optimally, institutional capacity in project management strengthened, implementation risks mitigated, and quality and timeliness of project execution assured.
- The consulting services ("the Services") consist of comprehensive project management support to the MoH in the implementation of the IHSS Project. The PMC will identify implementation barriers, streamline operational processes, enhance real-time monitoring up to health facility level, and facilitate necessary studies and evaluations. The PMC shall perform these functions in a strategic project management support, operational coordination entity at both central and subnational levels (province/district/city), and advisory capacity, with the following key functions: (i) Pre-procurement technical support and oversight; (ii) Site readiness assurance prior to equipment delivery; (iii) Sub-national sensitization on site readiness requirements; (iv) Verification of medical equipment proposals from subnational governments; (v) Oversight of goods handover, distribution, installation, testing, and training; (vi) Post-delivery monitoring of equipment operation, utilization, and maintenance; (vii) Financial management, payment processing, and progress reporting; and (viii) Fiduciary strengthening and compliance with Environmental and Social Safeguards and Gender, Equity, and Social Inclusion (GESI) requirements. - The Ministry of Health (MoH) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Firms should provide sufficient information demonstrating that they have the required qualifications and relevant experience to perform the Services (including location/country, name of the Employer/Client, type of services provided, period of contract, contract amount, starting and completion dates, experts involved in the assignment). The Consultants qualifications selection criteria are:
- Company Core Business: The Firm shall demonstrate relevant experience in managing similar assignments over the last ten (10) years. Experience in developing countries, particularly in the health sector and/or in working with government institutions in decentralized environments, will be considered an advantage.
- Core Competencies: The firm shall have demonstrated expertise in strategic project management, financial management, contract management, monitoring and evaluation (M&E), environmental and social safeguards, cross-institutional collaboration, and stakeholder coordination and strategic communication.
- Relevant Experience: A minimum of seven (7) years of experience in managing multidisciplinary development projects involving several of the following areas: project management, procurement, financial management, monitoring and evaluation (M&E), communications, knowledge management, and Management Information Systems (MIS).
- Track Record: Demonstrated track record of supporting government institutions, international organizations, or projects financed by Multilateral Development Banks (MDBs) such as the World Bank, ADB, AIIB, IsDB, or similar donor-funded projects, preferably in the health sector.
- Human Resource Management Capacity: The Firm shall demonstrate capacity to mobilize and manage qualified multidisciplinary experts and operational personnel throughout the assignment period, including rapid deployment capability for additional specialists as required by project implementation needs across national and subnational levels.
- Operational and Network Capacity: The Firm shall demonstrate adequate organizational, operational, and logistical capacity to mobilize and manage personnel effectively across project locations throughout Indonesia, either through existing presence or demonstrable deployment arrangements.
- Legal and Integrity Compliance: The Firm shall provide a statement letter confirming that it is not subject to any ongoing criminal investigation, corruption case, fraud allegation, debarment, sanction, or other legal proceedings that may adversely affect its eligibility, integrity, or capacity to perform the assignment, in accordance with the applicable Government of Indonesia regulations and the World Bank Procurement Regulations for IPF Borrowers. The Firm shall also comply with the World Bank Anti-Corruption Guidelines and applicable national laws and regulations.
- Conflict of Interest: The Firm shall provide a statement letter of any actual, potential, or perceived conflict of interest related to the assignment or procurements under the IHSS Project.
- The qualifications and experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage. The MoH will evaluate the Expressions of Interest (EOI) and develop a shortlist of qualified firms. Shortlisted firms will subsequently be invited to submit full technical and financial proposals in accordance with the World Bank's “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”).
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- The Firm may associate with other firms to enhance their qualifications but shall clearly indicate in EOI whether the association is in the form of a Joint Venture (JV) and/or a sub-consultancy arrangement. In the case of JV, the EOI shall clearly identify the lead member authorized to represent the JV, and all JV members shall be jointly and severally liable for the entire assignment if selected. For the purpose of EOI evaluation and shortlisting, only the qualifications and experience of the JV members shall be considered in assessing compliance with the shortlisting criteria The qualification and experience of sub-consultants shall not be taken into account for the evaluation of the EOI.
- A Firm will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
