Dafür werden mit den ausgewählten Unternehmern Rahmenverträge abgeschlossen, die die Absicht zur Zusammenarbeit regeln. Einem der Rahmenvertragspartner wird die Erbringung der Bereitschaftsdienst-leistungen übertragen
