Description
Auto-translated from bgThe subject of this tender are services for the issuance, maintenance and management of qualified electronic time stamp certificates for the needs of the Social Assistance Agency (ASP) and its territorial structures. Pursuant to Art. 27 of the Regulation, the ASP has an obligation to notify the relevant final supplier and the relevant electricity distribution network operator, through the Information System referred to in Art. 11 of the Regulation, about persons with the status of a vulnerable customer for electricity supply. According to Art. 29, para. 4 of the Regulation, the certificate of status of a vulnerable customer is issued by the director of the "Social Assistance" directorate at the person's current address for whom the status has been established. The validity period of the document certifying the status of a household in energy poverty is 12 months, starting from the 1st day of the month following the month of issuance of the document certifying the status of a vulnerable customer for electricity supply. In view of the above, the ASP has obligations towards the Information System on the one hand, and regarding the issuance of certificates to citizens through the system on the other. To fulfill the above-mentioned obligations, the ASP must procure services for the issuance, maintenance and management of qualified electronic time stamp certificates. Pursuant to Art. 3, point 34 of Regulation (EU) No 910/2014 (eIDAS), a "qualified electronic time stamp" means data in electronic form which links other data in electronic form to a specific time by associating it with the time, and provides evidence that the said data existed at that time and the qualified electronic time stamp binds the date and time to the data in such a way that it is highly unlikely that the data could be altered without detection, is based on a trustworthy time source linked to Coordinated Universal Time and is signed with an advanced electronic signature or sealed with an advanced electronic seal of a qualified trust service provider or by another equivalent method. The estimated number of qualified electronic time stamps that the Contracting Authority intends to request for the entire duration of the contract is up to 180,000 per month or 6,480,000 pieces. In the event that the number of qualified time stamp certificates issued by the CONTRACTOR for the respective calendar month is less than 180,000, the difference to the projected consumption for that month will be carried over to the remainder of the Contracting Authority's qualified time stamp certificates provided for the duration of the contract. In the event that the number of qualified time stamp certificates issued by the CONTRACTOR for the respective calendar month exceeds 180,000, the quantity by which the projected consumption has been exceeded will be utilized by the Contracting Authority towards the number of remaining qualified time stamp certificates until the contract expiry date.
