Procurement of a digital inspection system for functional areas The Helsinki City Environment Division (KYMP) has requested tenders from suppliers for a digital and geospatial system tendering process. The purpose of the system is to enable efficient management and utilization of safety inspections for functional equipment. The procuring entity needs to implement a digital, geospatial-based, unified operational method and tools for conducting inspections.

The Act on the Safety of Consumer Services (185/2025) requires that services must be safe for users. The responsibility for the safety of goods and services lies with the operator or other service provider, such as the city or municipality. According to the law, service providers must ensure that the use of the service does not pose a danger to the user or persons nearby.

The safety of functional areas is ensured by conducting regular inspections of equipment and structures at various levels appropriate to their use, in accordance with the safety standards of the Finnish Standards Association (SFS) based on EU directives, and by identifying the risks to users arising from detected safety deficiencies and defects. Based on the findings from the inspections, safety deficiencies can be identified, their criticality assessed, and necessary corrective actions planned.

The system to be procured is a digital system and application used for conducting safety inspections of equipment, furniture, and structures in playgrounds, skate parks, local sports facilities, and yards in public areas and in connection with service properties. KYMP will use this system for all future safety inspections. The user groups of the system will include functional area inspectors and supervisors working in operational field work at the Producer, consultant inspectors, and on the Client's side, maintenance clients, technical property managers, construction managers, and property management.

The procurement is for a ready-made solution (SaaS service), including software licenses, support and maintenance services, supplementary expert services (e.g., knowledge of standards content), implementation, and potential further development services. The service includes implementation phase training, configuration of the operating environment, and transfer of registry data to the inspection system, e.g., via an open interface, concerning the functional areas to be inspected and their equipment.

The purpose of the tender competition is to modernize the conduct of safety inspections of functional areas in public areas under the responsibility of the Helsinki City Environment Division, to improve the documentation and utilization of inspection data in operations. The goal is to implement an inspection system with a mobile user interface and filtering and reporting capabilities. After the system is implemented, all inspections will be conducted using a single system, inspection results will be obtained in a geospatial format, and the starting data will be information from the public areas register regarding the areas to be inspected and their equipment, furnishings, structures, and furniture.,
