Total advisory services for Aalborg University

This tender concerns a framework agreement for the provision of total advisory services, including the provision of design and overall project material for construction projects at AAU. The services include relevant phases as well as project management, coordination, and authority handling. As a starting point, the following guidelines apply to AAU's procurement of total advisory services: Projects estimated to have a value of up to DKK 450,000: - The framework agreement is used for direct award to the primary advisor Projects estimated to have a value of DKK 450,000-1,200,000: - The framework agreement is used for direct award to the primary advisor and alternatively for mini-tenders between the primary and secondary advisor. AAU strives to use mini-tenders for projects where there is a real potential to achieve a better solution through competition, including particularly for tasks with high complexity, significant project risk, or a need for alternative solution proposals. The template in appendix 3g is used for mini-tenders. Projects estimated to have a value of over DKK 1,200,000 - AAU will decide in each individual case whether to conduct a mini-tender according to appendix 3g or appendix 3h, or whether to carry out another procedure instead, e.g., request for proposals or EU tender. The up to two advisors who win the tender will be prioritized and awarded a framework agreement based on the outcome of the tender, which is why there will be a primary advisor and a secondary advisor. Orders under the framework agreement are generally placed with the primary advisor, but ordering from the secondary advisor may be relevant in situations mentioned in point 3.2 of the framework agreement. The framework agreement, regarding the ordering of services, is not binding, as services may exceptionally be procured outside the framework agreement if it is most appropriate to use another supplier due to specific circumstances. AAU may also use the framework agreement for total advisory services for campus Copenhagen if deemed relevant in the specific case. This involves entering into a framework agreement, which means that entering into the framework agreement does not in itself constitute an order for specific services, but AAU may order services on the terms set out in the framework agreement when the need arises during the contract period. The framework agreement covers both larger projects and smaller operational tasks. Operational tasks include, among others, technical sparring, troubleshooting, minor renovations, and optimization of indoor climate and facilities. The detailed requirements for the performance of the service are set out in the contract terms including appendices available in the tender material. The framework agreement has an average annual value of approximately DKK 6,500,000 million. The maximum value of the total framework agreement is set at DKK 36,400,000, considering that AAU faces ongoing development and large-scale projects for which the tendered advisory services are required. AAU has set a maximum value that can accommodate these situations and circumstances.
