Tender for Framework Agreement for Total Consultancy for Boligselskabet Sjælland - Minor Cases (Contract Sum up to DKK 41 million excl. VAT)

The agreement concerns a framework agreement for total consultancy services. The framework agreement shall ensure a flexible and efficient approach to technical consultancy in connection with specific renovation and refurbishment projects, where high professional standards, quality, and adaptation to specific project needs are central. The consultant must be able to provide consultancy throughout all phases of the construction as relevant for each individual project awarded under the framework agreement. The framework agreement can be utilized by Boligselskabet Sjælland, BOSJ ApS, BoliGrøn, Boligselskabet Vores Bolig, and Hvalsø Boligselskab. With this tender, BOSJ wishes to find six total consultants who can provide consultancy in connection with minor cases covered by (primarily) the Danish Tenders Act. The framework agreement thus covers total consultancy for construction and civil engineering projects with an estimated total contract sum below DKK 41 million excl. VAT. Larger projects with an estimated total contract sum above DKK 41 million excl. VAT will be procured under a separate framework agreement. The consultancy may include, but is not limited to, the following services, to the extent they are relevant for the individual project: • Consultancy related to the project's finances, including budgeting, financial follow-up, and budget control. • Execution of necessary preliminary studies and pre-registrations, including technical, environmental, and energy-related studies. • Consultancy in connection with BOSJ's handling of the resident democratic process in renovation projects for social housing organizations. • Project design, including the preparation of project materials such as drawings, descriptions, and calculations. • Authority processing, including obtaining necessary permits and ensuring compliance with applicable legislation and authority requirements. • Time and process planning, as well as coordination between project parties. • Construction management. • Technical supervision. • Preparation of operational and maintenance materials. • Handover procedures, defect inspections, and follow-up in connection with defect rectification and the execution of the 1-year inspection. • Work environment coordination and quality assurance. • Other services covered by the agreement are detailed in the Scope Definition Form YBL18. Boligselskabet Sjælland and the other housing associations that can use the agreement are social housing organizations that carry out minor renovation and refurbishment projects in connection with the operation and maintenance of social housing. The projects covered by this framework agreement will not be publicly subsidized. BOSJ has many projects planned for the coming years, and some projects are expected to be initiated immediately after the conclusion of the framework agreement. It is expected that approximately 60 minor projects with a total estimated contract sum of approximately DKK 300 million incl. VAT will be completed in the first year of the framework agreement. Most projects are expected to have a contract value of less than approximately DKK 10 million incl. VAT. BOSJ awards projects under the framework agreement in two ways: 1. Direct award according to a circular model. 2. Mini-tenders. The framework agreement is not exclusive, but BOSJ expects most of the portfolio to be executed via the framework agreement. The total consultancy agreement is based on ABR 18 and the Service Description for Construction and Landscape (YBL 18). The tenderer must stand by their offer for 90 calendar days from the latest tender deadline. The detailed scope of the framework agreement is set out in the tender documents.
