Tender for technical consulting – preliminary study climate adaptation

It is decided by "Agreement on Acceleration Package for Coastal Protection" of October 24, 2025, that 11 state preliminary studies and 3 screenings of coastal protection projects shall be initiated across Denmark. The preliminary study contains a proposal for a possible coastal protection project, including technical solutions, environmental and nature considerations, budget estimates, socio-economic impact calculations, etc. The preliminary study can be used as a political basis for decision-making for potentially initiating detailed planning and an environmental impact assessment prior to the construction of coastal protection. The Danish Coastal Authority prepares the state preliminary studies in cooperation with the affected municipalities. The consultant agreement concerns assistance to the Danish Coastal Authority's implementation of these preliminary studies and screenings in the form of technical and environmental consulting services. The consultant agreement involves the development of several buildable construction technical solutions, which must be prepared at a level of detail that is sufficient for the preparation of economic estimates, which must also be carried out by the consultant. A screening for/mapping of which relevant environmental studies will need to be included in a later preparation of an environmental impact assessment must be carried out simultaneously. Environmental impact assessments are not part of the task. The knowledge level for the individual stretches included in the preliminary studies/screenings varies greatly, as does the complexity of the constructions. The scope and content of the consulting services will therefore also differ for each stretch and will be finally determined in connection with the start of the preliminary study for the individual stretch. At an overall level, however, the individual preliminary studies are expected to include all or parts of the following (not exhaustive) services: • Preparation of one or more buildable construction technical solutions at a level of detail that can form a sufficient basis for the preparation of valid construction estimates at the preliminary project level. • Preparation of reports for construction technical solutions based on existing data and carrying out any relevant studies. • Preparation of a screening of the coastal protection structures along the entire preliminary study stretch in accordance with the Environmental Assessment Act, so that it is clarified whether the preliminary project can have a significant impact on the environment and whether an environmental impact assessment must be prepared later. The screening must follow the form and framework of the Environmental Assessment Act. • Preparation of associated construction estimates for the construction technical solutions, following the principles of the Danish Road Directorate's "New Construction Budgeting (NAB)".
