Description

York and Scarborough Teaching Hospitals NHS Foundation Trust is issuing this Prior Information Notice to invite expressions of interest and initial responses from suitably qualified and experienced providers able to offer Urgent Treatment Centre Services across multiple sites operated by the Trust. This notice is for market testing only, to gauge market interest and influence future commissioning and procurement direction. This notice is issued under the Provider Selection Regime (PSR) of the Healthcare Services Regulations 2023. Responses will help inform the final specifications and requirements to be used for a Competitive Process to award a contract. The contract target start date is 01/04/2027 with an initial 3 year term and option to extend for two periods of 1 year each. Estimated annual contract value is a maximum £2.5m and total contract value including extension options of £12.5m. Initial responses, outline proposals and indicative costs are requested for 11/09/2026. Please respond either via the Atamis e-procurement portal or by email to neil.dodds1@nhs.net The Trust intends to award a contract under the the Health Care Services (Provider Selection Regime) Regulations 2023 through a Competitive Process for the provision of Urgent Treatment Centre Services for sites operated by the Trust as indicated below. Site A - Minor Illness services only. - Current opening hours 8am to midnight 7 days per week (may extend to 24/7). - Approx. 70 patients per day Site B - Minor Illness services only. - Current opening hours 8am to midnight 7 days per week (may extend to 24/7). - Approx. 70 patients per day Site C - Minor Illness & Minor Injury services. - Current opening hours 8am to 8pm (may extend to midnight). 7 days per week. - Approx. 70 patients per day Site D - Minor Illness & Minor Injury services. - Current opening hours 8am to 8pm (may extend to midnight). 7 days per week. - Approx. 25 patients per day Providers must be able to meet the UTC minimum standards (https://www.england.nhs.uk/publication/urgent-treatment-centres-principles-and-standards/) and integrate with local primary care, ED, SDEC, ambulance, Out GP Of Hours and community services and work closely with NHS 111 to book patients into the UTCs. Providers will also need to meet the 95% ECS target. This notice is intended to inform the market of the proposed contract opportunity and seek expressions of interest and initial responses from suitably qualified and experienced providers to help inform the specifications and requirements for the ITT Document Set that will be used for the Competitive Process in due course. The Trust values the expertise and experience of providers in the market and is seeking initial outline proposals for appropriate staffing/operational models (clinical and admin) for the services outlined with indicative costs provided to help the Trust define suitable service models and appropriate budget. Further dialogue/discussions with providers may be scheduled as appropriate. Please note that a response to this notice does not count as registration for the full procurement process, which will be separately advertised via the Find a Tender website and Atamis e-procurement portal. Interested providers will need to respond to the full procurement process if/when advertised, whether they responded to this notice or not.
