Service of leasing Microsoft software products for public higher education institutions and public scientific institutes

Service of leasing the right to use Microsoft software products based on appropriate volume licensing models by concluding a framework agreement with a single economic entity for a period of three years, for public higher education institutions and public scientific institutes in the Republic of Croatia. The lease of Microsoft software licenses for needs must be realized according to a three-year volume licensing model from the Enrollment for Education program. A framework agreement will be concluded with a single economic entity for a period of three years in this public procurement procedure. Justification: The Contracting Authority intends to conclude a framework agreement with a single economic entity for three years for the following reasons: - end-user institutions, for the purpose of performing their activities, predominantly use the Windows operating system and other appropriate Microsoft software, in accordance with the specification, which is the most widespread software from the largest global software manufacturer - Microsoft, - in order to ensure that the daily operations of the end-user institutions and the management of administrative data through information services related to the higher education and science system proceed smoothly and successfully in the future, the Contracting Authority is proceeding with the procurement of Microsoft software license leasing services according to the volume licensing models and the Enrollment for Education program, specified in the Technical Specifications and the Bill of Quantities, which are attached to this Procurement Documentation, - the selected volume licensing models from Microsoft's Enrollment for Education program stipulate the conclusion of a framework agreement and contract exclusively for a period of three years, thus ensuring particularly favorable unit prices for licenses adapted to the three-year period and unchanged throughout the entire duration. As part of the subject of procurement, the tenderer is obliged to provide the following services: - availability of the latest current versions of Microsoft software in accordance with the specification, via the Tenderer's secure internet portals, - continuous notification of the potential availability and release of new software versions for which license leasing is foreseen within the scope of this procurement, in accordance with the specification, via the Tenderer's secure internet portals, - cooperation with the referral center for technical and user support for licensed Microsoft software, especially when upgrading existing software to new software versions, in accordance with the specification, in a manner that is safe for the network environment of the referral center and end-user institutions, as well as when using the Tenderer's secure internet portals, without additional cost to the Contracting Authority, except for the prices stated in the Bill of Quantities.
