Description
This Request for Proposal (RFP) is an invitation by the Government of Saskatchewan (GOS) to prospective Proponents to provide Submissions for the provision of virtual care for unattached patients, as further described in the RFP Particulars (Appendix A).Saskatchewan is seeking virtual primary care services for residents who do not currently have access to a family physician, nurse practitioner, or primary care team. Without a primary care “home” many citizens rely on episodic care through walk-in clinics or emergency departments – an approach that is costly and can lead to poorer health outcomes.The purpose of this RFP is to engage multiple qualified Service Providers to pilot virtual primary care services for unattached patients in Saskatchewan until they are attached to a permanent primary care provider.
The goal of the procurement is to identify the most effective virtual care model and Service Provider – based on performance, patient outcomes, and cost-effectiveness – for wider adoption across the province as a permanent virtual care service for unattached patients. This pilot is both a service delivery projects and a competitive proof-of-concept: the Service Provider that demonstrates the best results based on performance, outcomes, and value may be selected to enter into a long-term agreement for a province-wide virtual care program for unattached patients.
