De opdracht volwasseneneducatie 2026-2028 bestaat uit de organisatie van trajecten basisvaardigheden die voldoen aan de eindtermen van de wet educatie en beroepsonderwijs (hierna te noemen: WEB) voor de doelgroep volwasseneneducatie. Deze trajecten worden in elke gemeente binnen de regio Midden-Holland (Bodegraven-Reeuwijk, Gouda, Krimpenerwaard, Waddinxveen en Zuidplas) georganiseerd. Om deelnemers te werven en om het aanbod effectief aan te laten sluiten op het non-formele aanbod binnen elke gemeente, werkt de Opdrachtnemer nauw samen met vindplaatsen, zoals gemeentelijke diensten, taalhuizen, welzijnsorganisaties en werkgevers. Het Plan regionale aanpak laaggeletterdheid Midden-Holland is de basis voor deze opdracht. De gemeente Gouda treedt als centrumgemeente namens de vijf gemeenten op als opdrachtgever.
