Procurement of tax stamps for the years 2027-2028

Framework amount for the years 2027 and 2028: net HUF 12,829,583,760, of which the Contracting Authority undertakes a call-off obligation for 70%. The expected - planned - quantity to be procured from the framework amount is 789.5 million pieces per year, with a deviation possibility of +20%. The assortment and their expected quantities are included in the technical description. (Both the total quantity and the quantities by assortment are for information purposes: determined based on empirical data, for the purpose of comparing the bids to be submitted in the bidding phase, from which the contracting authority may deviate during performance.) The task of the applicant also extends to the design of the tax stamp, which is carried out based on the regulations laid down in the relevant legislation and taking into account the further minimum requirements specified in the technical annex. Supplement to point II.3) of the call for tenders: The Parties shall conclude the Contract for a fixed term from its entry into force (but no earlier than January 1, 2027) until the exhaustion of the framework amount, but no later than December 31, 2028. A combination of these must be present on the tax stamp in the number of originality-proving elements specified in the technical description (with deviations specified in the technical description for individually packaged cigars), which the applicant must describe in detail, including their physical characteristics and appearance, — The storage of the raw materials necessary for the production of the tax stamp, especially the security paper, as well as the applied security features, and the personalization of the production and products (provision with unique identification) may only take place in Hungary, — The contracting party as the winning bidder – in accordance with the provisions of Section 44 of Act XXX of 2016 on defense and security procurements (hereinafter referred to as Vbtv.) – is obliged to ensure that at least 10% of the expected annual quantity of products subject to the procurement, determined by type, is available – without personalization – at the site specified in the contract by the 60th calendar day before the expiry of the contract.
