Plastic waste management

The subject of the procurement includes the provision of services for the acceptance and management of waste - plastic from separately collected components of municipal waste (KB 20 01 39) - in the foreseen quantity of 1000 tons per year, in accordance with the Waste Management Act (NN 84/2021, 142/23) and in accordance with the conditions requested indicated in this Procurement Documentation. The Contracting Authority provides the loading and transport of waste KB 20 01 39, in bulk, on a daily basis, from Monday to Friday between 07:00-16:00, to the location offered by the Bidder, and the Bidder provides the acceptance and management of the subject waste, at their own expense. The Contracting Authority may partially or fully suspend the delivery of plastic waste to the Bidder if this is a consequence of changes in applicable legal provisions binding on the Contracting Authority or decisions of local self-government units. The Contracting Authority will independently transport the waste to the Bidder's location using its own machinery. The Bidder undertakes to perform the service in accordance with the Waste Management Act, related regulations and professional standards, and in accordance with the conditions and requirements of this Procurement Documentation. The Bidder is obliged to provide the service of weighing the waste at their own location, and after weighing, to provide the Contracting Authority's driver with a weighing confirmation. Weighing and acceptance services must be included in the total bid price. The scale must be calibrated (must have a certificate from the State Metrology Institute). The Bidder is obliged to provide the Contracting Authority with certified accompanying documentation on the waste flow, no later than 5 working days after receiving the accompanying documentation from the Contracting Authority. The Contracting Authority's responsibility for the delivered waste ceases after the selected Bidder to whom the waste has been delivered in the prescribed manner takes over the waste and certifies the accompanying sheet or transport document if the waste is exported. A copy of the accompanying sheet certified by the Contracting Authority and the selected Bidder for plastic waste management, as well as original documents from the scale by an authorized economic entity, are proof of service execution. The Bidder performing plastic waste management is obliged to handle the accepted plastic waste in accordance with the provisions of the Sustainable Waste Management Act (NN 84/2021, 142/23). With each shipment of waste, the legal accompanying documentation must be attached, following which the Contracting Authority undertakes to hand over a properly filled out and certified Waste Accompanying Sheet – form PL-O, during each delivery of waste to the Contractor, all in accordance with the Sustainable Waste Management Act (NN94/13, 73/17,14/19, 98/19) and subordinate regulations. The Contracting Authority is not responsible for any omissions by the Bidder – service provider, or damages caused to third parties.
