次のとおり一般競争入札に付します。

１ 調達内容
(1) 品目分類番号 71、27
(2) 購入等件名及び数量 督促手続オンライン
システムの新暗号アルゴリズム対応等改修
一式
(3) 調達案件の仕様等 支出負担行為担当官が
「入札説明書」で指定する特質を有すること。
(4) 履行期限 詳細は入札説明書による。

(6) 入札方法 落札決定に当たっては、入札書
に記載された金額に当該金額の10パーセント
に相当する額を加算した金額（当該金額に１
円未満の端数があるときは、その端数金額を
切り捨てるものとする。）をもって落札価格
とするので、入札者は、消費税に係る課税事
業者であるか免税事業者であるかを問わず、
見積もった契約金額の110分の100に相当する
金額を入札書に記載すること。
２ 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当し
ない者であること。
(3) 令和07・08・09年度最高裁判所競争参加資
格（全省庁統一資格）の「役務の提供等」に
おいてＡの等級に格付けされている者である
こと。
(4) 上記２(3)の資格の申請の時期及び場所は、
全省庁統一資格申請の方法による。
(5) 開札時において、最高裁判所から指名の対
象外とすることを定める措置を受けていない
こと。
(6) その他予算決算及び会計令第73条の規定に
基づき、支出負担行為担当官が定める資格を
有する者であること。

４ 電子調達システムの利用
本件は、入札、資料提出、開札等を電子調達
システムを利用した方式により実施するものと
する。ただし、同方式により難い者は、支出負
担行為担当官の承諾を得た場合に限り、紙入札
方式により参加し、又は紙入札方式へ変更する
ことができる。
５ その他
(1) 契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に要求される事項 入札者は、開札
日の前日までの間において、支出負担行為担
当官から提案書に関し説明を求められた場合
は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書及び裁判所における入札に関する条件に違
反した入札は無効とする。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 支出負担行為担当官が
入札説明書で指定する性能、機能等の要件の
うち、必須とした項目についての基準を全て
満たしている性能、機能を提案した入札者で
あって、予算決算及び会計令第79条の規定に
基づいて作成された予定価格の制限の範囲内
の入札金額を提示した入札者の中から、支出
負担行為担当官が入札説明書で定める総合評
価の方法をもって落札者とする。

necessary for concluding a contract may
be applicable to the status of special
reasons within the said article); (b)not
apply to Article 71 of the
above-mentioned Cabinet Order; (c)be
ranked as Grade A in Offering Service
classification in terms of the
qualification for participating in bids
required by the Supreme Court (single
qualification for every ministry and
agency) in the fiscal years 2025, 2026
and 2027; (d)have not received
suspension of designated contractor
status from the Supreme Court at the
time of the opening of bids; and (e)meet
the qualification requirement which the
obligated officer may specify in
accordance with Article 73 of the
above-mentioned Cabinet Order

the qualification of (6) shall be in the
manner of application for single
qualification for every ministry and
agency
