Summay of notice
⑴ Contracting Entity : Tomoya Yoshioka, President, Japan Student Services Organ-ization (JASSO).
⑵ Classification of the services to be procured : 71, 27
⑶ Nature and quantity of the services to be required : Computer help desk services and configuration management. 1 set
⑷ Fulfillment period : From December 1, 2026 through November 30, 2028
⑸ Fulfillment place : as in the tender documentation
⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ Have qualification for "provision of services, etc." with grade "A", "B" or "C" in "Kanto/Koshinetsu region" under the qualification system for competitive participation of the Ministry of Education, Culture, Sports, Science and Technology for FY2025-2027. Such qualification is accepted at any time at the application reception counter listed in the separate table of the public notice concerning qualifications for competitive participation in the Official Gazette, Special Issue No. 58 for Government Procurement dated March 31, 2026.
④ not be currently under a suspension of business order as instructed by the President.
⑤ "Law about prevention of an unfair act by a gangster" be not the mobster and the member, the associate member or the person concerned going to be prescriptive in.
⑥ Have been certified for ISMS (Information Security Management System) or ISO27001, and have established an information security management system including internal regulations and management structure.
⑦ Have been certified for ISO9001 by a registration body accredited by the Japan Accreditation Board or an overseas accreditation body, or have an equivalent quality system.
⑧ Have experience in help desk or system operation services for government agencies, independent administrative agencies, local governments, or private companies with 500 or more employees within the past 5 years.
⑺ Time limit of tender : August 17, 2026, 5 : 00 PM
