Japanese Publishing date Sep 15, 2026 Type of notice Notice of Procurement (Goods & Services) Procurement entity Japan Foundation - Saitama Classification 0027 Computer Services 0071 Computer & Related Services Summay of notice ⑴ Contracting entity : SUSA Yuko, Managing Director, The Japan Foundation Japanese-Language Institute, Urawa ⑵ Classification number of the products to be procured : 71, 27 ⑶ Nature and quantity of the products to be purchased : Enhancement, Maintenance and Operation of the Mobile App for Japanese Language Learners in Southeast Asia ⑷ Contract period : the date of this agreement to March 31, 2032 ⑸ Implementation place : As shown in the tender documentation ⑹ Qualifications for participating in the tendering procedures : ① The applicant must not fall under the provisions of Articles 16 nor 18 of the Accounting By Laws of the Japan Foundation. ② The applicant must have Grade A, B, or C classification in offering services in terms of the qualification for participating in tenders (single qualification for every ministry and agency) for fiscal years 2025, 2026, and 2027. ③ The applicant must not currently be under suspension of nomination by the Japan Foundation or Ministry of Foreign Affairs. ④ The applicant must be able to reliably fulfill the terms of the contract with the Japan Foundation and who have no record of default, delay or other breach of promise over the past year. ⑤ The applicant must be able to attend regular meetings at The Japan Foundation Japanese-Language Institute, Urawa (Kita-Urawa, Urawa-ku, Saitama-shi, Saitama). ⑥ The applicant must have an organization, personnel structure, and management base sufficient to properly implement the project, and must have sufficient management capabilities and an accounting system to properly settle accounts for funds. ⑦ The applicant must sign a non- disclosure agreement. ⑧ The applicant must have experience, within the past three years, in the design and development of gamified applications, language learning applications, or applications involving audio input and output, and must be able to provide evidence thereof. ⑨ The applicant must have experience, within the past three years, in the design, development, release, operation, and maintenance of smartphone applications and related systems, and must be able to prove evidence thereof. ⑩ The applicant must have obtained ISO27001 (ISMS certification). ⑪ The applicant must have obtained certification issued by a public certification body, such as ISO9001, or maintain an equivalent quality management system, and must be able to provide evidence thereof. ⑫ The applicant must not be a company that is in dispute with The Japan Foundation, a parent company, subsidiary company, or other company deemed to be a subsidiary company of a company in dispute with The Japan Foundation (as defined in Article 8, Paragraphs 3 and 4 of the "Regulations Concerning Terms, Forms and Preparation Methods of Financial Statements (Ministry of Finance Order No. 59 of 1963)"), or a company with the same parent company as a company in dispute with The Japan Foundation . ⑬ The applicant must meet all other requirements set forth in the tender documentations. ⑺ Proposal due date : As shown in the tender documentation. ⑻ Interview date : As shown in the tender documentation. ⑼ Time and date of tender : 3 : 00 PM of Thursday, November 19, 2026 (When submitting the tender by post, the time limit is 5 : 00 PM of Wednesday, November 18, 2026) ⑽ Contact point for the notice : Research and Development Section, The Japan Foundation Japanese-Language Institute, Urawa, 5-6-36 Kita-urawa, Urawa-ku,
