⑴ Official in charge of disbursement of the procuring entity : SUGAHARA Kiyoyuki, Director of the Financial Affairs Division, Minister's Secretariat, Ministry of Foreign Affairs.
⑵ Classification of the services to be procured : 71, 27
⑶ Nature and quantity of the services to be required : System operation and management services for the Ministry of Foreign Affairs' information network and LAN system (L2L1 system).
⑷ Fulfillment period : January 1, 2027 through March 31, 2027
⑸ Fulfillment place : As designated in the specification
⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of
special reasons within the said clause ; ②not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ; ③have Grade A or B "offer of services, etc" in terms of the qualification for participating in tenders by the Ministry of Foreign Affairs (Single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027.
⑺ The person who is not being suspended from Transactions by the request of the Ministry of Foreign Affairs.
⑻ Date and time of tender explanation meeting : 3 : 00 p.m. June 29, 2026
⑼ Time-limit for tender : 12 : 00 noon August 6, 2026
