Aninver Development Partners SL (www.aninver.com) is looking for a Especialista LMS / Moodle for a ict consultancy assignment financed by UNDP in Colombia.

Aninver Development Partners is preparing a proposal for an upcoming UNDP-backed assignment in Colombia focused on Information and Communication Technology (ICT) and digital ecosystems for risk management. We are seeking an experienced Especialista LMS / Moodle to join our multidisciplinary team for this important initiative.

The selected expert will play a pivotal role during the initial months of the project, focusing on the setup, customization, and administration of an open-source Learning Management System designed to train and certify territorial actors through MOOC courses in compliance with international e-learning standards.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Implement and configure a robust, scalable, and open-source LMS platform capable of supporting thousands of registered and concurrent users.
• Ensure seamless management of digital courses, user enrollment, roles, permissions, and multimedia repositories.
• Facilitate interactive e-learning experiences and automated certification processes integrated within a broader digital ecosystem.
• Collaborate with technical and project teams to ensure proper integration, accessibility compliance, and functional support.

Scope of work

• Configure and administer the LMS platform ensuring support for e-learning standards such as SCORM and xAPI.
• Set up automated digital certification systems generating PDFs and Open Badges.
• Establish differentiated user roles and permissions for administrators, content managers, course coordinators, tutors, and students.
• Configure multimedia repositories and support the uploading of virtual learning objects and MOOC courses.
• Implement native mobile application compatibility and offline content synchronization options.
• Provide functional support, guidance, and troubleshooting for platform users and administrators.

Your role as Especialista LMS / Moodle

• Manage course structures, user profiles, and cohort organizations within the LMS platform.
• Configure and test system roles, access permissions, and security controls.
• Install, configure, and maintain necessary plugins and extensions to enhance platform functionality.
• Generate usage reports, tracking data, and analytics regarding student progress and course performance.
• Deliver functional support and resolve user inquiries in coordination with the technical team.

Requirements

• Education: Título profesional o tecnológico: Sistemas, o Informática, o Educación con énfasis en TIC
• Mínimo tres (3) años de experiencia profesional, en total, en implementación, administración o personalización de plataformas LMS (Moodle u otras), en al menos dos (2) de las siguientes actividades: (i) gestión de cursos y usuarios
• (ii) configuración de roles y permisos
• (iii) instalación o configuración de plugins
• (iv) reportes
• O (v) soporte funcional
• Languages: Español

Desirable

• Previous experience working on international cooperation projects or with UN agencies.
• Familiarity with accessibility standards such as WCAG 2.1 level AA in educational platforms.

An experienced LMS specialist with a strong background in Moodle administration, course management, and e-learning support within technology-driven educational projects in Colombia.
