Aninver Development Partners SL is currently seeking a qualified Backend Developer for a prospective ITU-funded ICT consultancy assignment in El Salvador. The initiative focuses on supporting regulatory innovation, digital public services, and evidence-based regulatory tools within the country.

The project entails designing, developing, and integrating a specialized administrative costs module into an existing national regulatory-improvement information system. The successful candidate will play a pivotal role in implementing robust backend architectures, managing production databases, and ensuring seamless API integration for the digital public services pilot.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Design and develop the backend architecture for the new administrative costs module integrated within the existing national regulatory-improvement system.
• Ensure robust data management, reproducibility of calculations, and secure API integration on production database environments.
• Implement secure authentication, role-based access control, and stringent application security protocols.
• Collaborate closely with the technical team in an agile development environment to deliver high-quality software components on schedule.

Scope of work

• Build and integrate the new module directly onto the existing PostgreSQL database infrastructure.
• Develop guided costing workflows, progress tracking mechanisms, and validation rules for internal administrative cost calculations.
• Implement automated and manual data processing workflows supporting AS-IS and TO-BE scenario comparisons.
• Support the integration of AI-assisted analysis features under strict human oversight and validation safeguards.
• Ensure application security standards adhering to relevant security frameworks.
• Participate in sprint reviews, testing phases, and sandbox evaluations to guarantee system performance and data integrity.

Your role as Backend developer

• Design, write, and maintain clean, scalable backend code for web applications and REST APIs.
• Manage and optimize PostgreSQL database operations in a live production environment.
• Implement robust authentication mechanisms and granular role-based access controls.
• Ensure calculation reproducibility and maintain comprehensive audit trails for all system records.
• Collaborate with front-end developers and technical specialists to integrate user interfaces with backend services.
• Participate in agile sprint planning, execution, and regular progress reviews.
• Conduct thorough testing and assist in resolving security vulnerabilities and performance bottlenecks.
