Aninver Development Partners is seeking a qualified Local Facilitator for an upcoming consultancy assignment in El Salvador, supported by the International Telecommunication Union (ITU) under the framework of digital public services and regulatory innovation initiatives. This project aims to support beneficiary institutions in implementing regulatory experimentation pilots and evidence-based regulatory tools to streamline administrative procedures.

The successful candidate will play a pivotal role in facilitating smooth implementation, fostering strong institutional coordination, and supporting stakeholder engagement on the ground in El Salvador. This is a vital position for ensuring effective communication and collaboration between the project team and national regulatory authorities throughout the six-month engagement.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Facilitate seamless communication and coordination between international experts, ITU, and local public institutions in El Salvador.
• Support stakeholder engagement and institutional outreach activities for regulatory improvement pilots.
• Assist in organizing workshops, training sessions, and collaborative meetings with local stakeholders.
• Contribute local contextual knowledge to support the adaptation of digital tools and administrative cost measurement methodologies.

Scope of work

• Support the design, development, integration, piloting, and handover of the administrative costs module within the national information system.
• Facilitate institutional contact and day-to-day interactions with the regulatory improvement agency and participating public institutions.
• Assist in gathering baseline data, digital documents, and institutional feedback required for pilot implementation.
• Coordinate logistics and preparation for local training sessions, workshops, and review meetings.
• Support the documentation of local processes, administrative procedures, and feedback from participating entities.

Your role as Local Facilitator - El Salvador

• Act as the primary liaison between the project team and local stakeholders in El Salvador.
• Coordinate local schedules, meetings, and consultations with public institutions participating in the pilot.
• Support the local dissemination of methodology guidelines and reporting tools related to administrative cost measurement.
• Assist in monitoring local implementation progress and reporting bottlenecks to the project management team.
• Provide translation and cultural context interpretation for technical documents and communications when necessary.
• Support the organization and execution of capacity-building workshops and training events for local teams.

Requirements

• Demonstrated professional experience in project facilitation, institutional coordination, or stakeholder engagement in El Salvador.
• Familiarity with the public sector context, governance structures, and administrative procedures in El Salvador.
• Strong communication, interpersonal, and diplomatic skills for engaging with high-level public officials and technical teams.
• Fluency in Spanish (written and spoken) is mandatory; working knowledge of English is highly advantageous.
• Ability to work independently, manage local logistics, and coordinate multidisciplinary teams effectively.
• National of, or based in, the project country

Desirable

• Prior experience working with international organizations, UN agencies, or international financial institutions.
• Background in ICT, digital governance, or regulatory reform initiatives in Central America.

A dynamic professional with extensive local institutional networks in El Salvador, exceptional communication skills, and proven experience facilitating multi-stakeholder technology or public sector reform projects.
