Job description

Aninver Development Partners SL (www.aninver.com) is looking for a AI and data engineer for a ict consultancy assignment financed by ITU in El Salvador.

Aninver Development Partners is seeking an expert AI and data engineer for an upcoming consultancy assignment in El Salvador, supported by the International Telecommunication Union (ITU) within the framework of digital public services and regulatory innovation. The initiative focuses on developing an administrative costs module integrated into an existing regulatory information system, enabling public institutions to measure internal administrative costs and leverage artificial intelligence for process analysis.

The successful candidate will play a critical role in designing, developing, and deploying advanced data and machine learning architectures within the national context. This position demands deep technical expertise in data engineering, retrieval-augmented generation (RAG) models, and secure software integration, ensuring that all AI-driven recommendations remain strictly under human oversight and meet rigorous security and performance standards.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

  • Design and develop robust data engineering pipelines and database integrations for the administrative costs module.
  • Implement production-ready artificial intelligence capabilities, specifically retrieval-augmented generation (RAG) based on language models.
  • Incorporate automated document ingestion, evaluation, and analysis functions to support regulatory improvement workflows.
  • Ensure system compliance with robust security standards, including OWASP Top 10 for LLM applications and data privacy safeguards.
  • Collaborate with multidisciplinary teams to pilot and deliver reproducible, evidence-based reporting and cost-calculation tools.

Scope of work

  • Integrate data modules into the existing PostgreSQL database infrastructure of the national regulatory information system.
  • Develop guided costing workflows supporting step-by-step administrative procedure measurements and AS-IS/TO-BE scenario comparisons.
  • Build AI use cases focused on internal administrative cost analysis, cost driver identification, and regulatory document processing.
  • Establish rigorous safeguard mechanisms including prompt and output logging, source document citations, and mandatory human validation interfaces.
  • Execute comprehensive testing regimes, including evaluation sets for proposal rates, source citations, and LLM security.
  • Ensure calculation reproducibility within strict accuracy thresholds and maintain reliable audit trails for system records.

Your role as AI and data engineer

  • Architect, develop, and integrate machine learning and data engineering solutions directly into the target platform.
  • Deploy production-grade applications based on language models utilizing retrieval-augmented generation (RAG).
  • Manage document ingestion workflows and design automated evaluation pipelines for unstructured institutional texts.
  • Implement AI governance safeguards, ensuring all AI-generated outputs serve as proposals requiring authorized human validation.
  • Conduct security and performance testing, addressing vulnerabilities aligned with OWASP Top 10 for LLM applications.
  • Collaborate on agile development sprints, providing technical documentation, source code transparency, and sandbox evaluations.
  • Support pilot operations and troubleshoot data inconsistencies or calculation discrepancies within the system.

Requirements

  • Education: Not specified
  • Three (3) years of experience in data engineering or machine learning, including at least one (1) application based on language models with retrieval-augmented generation in production
  • Document ingestion and evaluation
  • Languages: Not specified

Desirable

  • Experience working on digital public sector transformation or regulatory improvement initiatives.
  • Familiarity with standard cost models or administrative burden measurement methodologies in public administration.

An experienced AI and data engineer with a strong background in production-grade RAG deployments, secure data pipelines, and intelligent document processing within public sector digital transformation projects.
