Aninver Development Partners SL is currently preparing a competitive consulting proposal for a strategic trade and logistics initiative in Ethiopia, supported by TradeMark Africa. The assignment focuses on enhancing regional economic integration, reducing transport costs, and boosting export competitiveness along a critical trade corridor. Our team is seeking an expert Infrastructure Planning and Engineering Specialist to contribute technical expertise toward the pre-feasibility, commercial structuring, and investment preparation of a major logistics centre and cross-border trade upgrade.

The successful candidate will play a pivotal role in shaping modern logistics facilities and cross-border market infrastructure to alleviate congestion, delays, and high transaction costs for freight operators. Working closely with multidisciplinary teams and key stakeholders, the expert will drive technical evaluations, concept masterplanning, and engineering cost estimations to deliver a bankable investment package capable of attracting private sector participation and development finance.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Conduct thorough traffic, trade, and demand assessments to properly size and dimension proposed logistics and market facilities.
• Perform site and technical pre-feasibility studies, including concept masterplanning and engineering cost estimations.
• Develop viable commercial and financial appraisal models alongside Public-Private Partnership structuring options.
• Contribute to environmental, social, and climate resilience assessments integrated into the overall project design.
• Produce a comprehensive, bankable investment package sufficient for the donor, financing institutions, and national governments to make informed investment decisions.

Scope of work

• Assess current and projected freight traffic, trade flows, and trader behaviors along the strategic trade corridor.
• Evaluate alternative sites, prepare conceptual master plans, technical specifications, and preliminary engineering designs.
• Develop reliable capital and operational expenditure estimates for logistics and market infrastructure.
• Build detailed financial models to evaluate project viability and design optimal commercial structures.
• Analyze existing legal, institutional, and regulatory frameworks governing land use and infrastructure development.
• Conduct initial environmental and social impact screening aligned with international standards.
• Synthesize findings into a cohesive, bankable investment preparation dossier including financing roadmaps.

Your role as Infrastructure Planning and Engineering Specialist

• Lead concept planning and feasibility studies for logistics and market facilities in the target country.
• Evaluate alternative project sites and develop comprehensive conceptual master plans and technical specifications.
• Prepare preliminary engineering designs and layouts for the proposed logistics centre and cross-border market upgrade.
• Derive reliable capital expenditure and operational expenditure estimates to feed into financial models.
• Collaborate with financial, legal, and environmental specialists to ensure integrated engineering solutions.
• Coordinate with local authorities and stakeholders to align infrastructure plans with regional development needs.
• Contribute technical inputs to the final bankable investment preparation dossier and promotional materials.

Requirements

• Education: Degree in Civil Engineering, Infrastructure Planning, Urban Development, Architecture or Construction Management
• Minimum eight (8) years in concept planning and feasibility of logistics or market facilities
• Languages: English

Desirable

• Previous professional experience working on infrastructure and trade projects within East Africa.
• Familiarity with donor-funded projects and international financing standards.
• Experience integrating climate resilience and sustainability principles into infrastructure engineering.

An experienced Infrastructure Planning and Engineering Specialist with a robust background in designing logistics hubs, conducting feasibility studies, and delivering accurate cost estimations for trade and transport facilities in developing markets.
