Aninver Development Partners is seeking a qualified Local Project Facilitator for an upcoming consultancy assignment in Saudi Arabia supported by the Islamic Development Bank Institute (IsDBI). This strategic initiative focuses on the enterprise-grade validation, enhancement, credit provider engagement, and pilot implementation of the Credit Incentive and Enhancement System (CIES). The CIES platform leverages modern technological architectures, including distributed ledger technology and automated credit enhancement mechanisms, to address financing gaps and facilitate access to credit for micro, small, and medium enterprises (MSMEs) and eligible entities.

The successful candidate will play a pivotal coordination role based in Saudi Arabia, facilitating seamless engagement between the project team, participating financial institutions, and local stakeholders. The expert will support local pilot implementation activities, ensuring strong alignment with regional economic development priorities, effective communication, and the smooth execution of deployment phases across financial institutions in the country.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Coordinate local pilot implementation activities for the CIES platform in Saudi Arabia.
• Facilitate stakeholder engagement, communication, and relationship management with participating financial institutions and local entities.
• Support the smooth onboarding of credit providers and end-users during the pilot deployment phase.
• Ensure smooth logistical and operational coordination for workshops, meetings, and capacity-building events.

Scope of work

• Coordinate on-the-ground activities related to the CIES platform pilot implementation in Saudi Arabia.
• Facilitate direct communication and engagement between international technical experts and local financial institutions.
• Support stakeholder mapping, outreach, and relationship management with key financial sector players.
• Assist in organizing capacity-building workshops, training sessions, and user onboarding programs.
• Monitor local implementation progress and report on stakeholder feedback and operational bottlenecks.
• Liaise with the IsDBI project office in Jeddah and local institutional partners as required.

Your role as Local Project Facilitator - Saudi Arabia

• Serve as the primary local contact point for coordination between the project team and participating financial institutions in Saudi Arabia.
• Facilitate stakeholder meetings, workshops, and consultations with key financial sector stakeholders.
• Support the execution of pilot deployment activities on the ground with selected financial institutions.
• Gather local user feedback, monitor pilot performance indicators, and report operational insights to the project management team.
• Assist in coordinating logistics for training sessions, capacity-building programs, and stakeholder onboarding.
• Provide administrative and operational support to ensure alignment with regional implementation arrangements.

Requirements

• Bachelor's or relevant degree in business administration, economics, finance, social sciences, or a related field.
• Demonstrated professional experience in project coordination, stakeholder engagement, or project facilitation, preferably within the financial sector in Saudi Arabia.
• Strong understanding of the financial services or banking landscape in Saudi Arabia.
• Excellent communication, interpersonal, and stakeholder management skills.
• Fluency in English (written and spoken); professional proficiency in Arabic is highly advantageous.
• National of, or based in, the project country

Desirable

• Prior experience working on donor-funded projects or international financial institution initiatives.
• Familiarity with financial technology, credit enhancement systems, or MSME financing initiatives.

An organized and communicative professional with strong local networks in Saudi Arabia's financial sector, capable of seamlessly facilitating stakeholder engagement and pilot coordination for innovative financial technology initiatives.
