Aninver Development Partners is preparing a competitive proposal for a prospective trade and infrastructure consultancy assignment funded by TradeMark Africa. The initiative focuses on enhancing regional economic integration, reducing transport costs, and boosting export competitiveness along a strategic trade corridor connecting Ethiopia to global markets via key border crossing points.

To address major operational bottlenecks and congestion, the assignment entails conducting comprehensive pre-feasibility studies, commercial structuring, and investment preparation for a major logistics centre and cross-border market upgrade. We are currently seeking an expert Logistics and Trade Infrastructure Specialist to contribute technical expertise to this vital trade facilitation project.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Conduct thorough traffic, trade, and demand assessments to accurately size and dimension proposed logistics and market facilities.
• Perform site and technical pre-feasibility studies, including concept masterplanning and engineering cost estimations.
• Develop viable commercial and financial appraisal models alongside Public-Private Partnership (PPP) options.
• Contribute to producing a robust, bankable investment package that attracts private sector participation and donor financing.

Scope of work

• Assess current and projected freight traffic, trade flows, and trader behaviors along the target trade corridor and at key border crossings.
• Forecast future demand for logistics and market infrastructure to eliminate supply chain bottlenecks.
• Evaluate alternative sites and prepare conceptual master plans, technical specifications, and preliminary engineering designs for the logistics centre.
• Develop reliable capital and operational expenditure estimates for proposed infrastructure assets.
• Contribute to market sounding activities with potential private sector investors and operators.
• Synthesize technical findings into a cohesive, bankable investment preparation dossier and roadmap for execution.

Your role as Logistics and Trade Infrastructure Specialist

• Lead the assessment of freight logistics, dry port operations, and cross-border market infrastructure requirements.
• Analyze supply chain bottlenecks and execute robust traffic, trade, and demand analyses to size logistics facilities correctly.
• Collaborate with engineering and planning teams to evaluate site options and develop conceptual master plans.
• Provide specialized technical inputs into preliminary engineering designs and capital expenditure estimations for transport infrastructure.
• Support the integration of logistics findings into broader financial and commercial appraisal models.
• Coordinate with multidisciplinary team members and regional stakeholders to ensure seamless alignment across workstreams.

Requirements

• Education: Degree in Transport Engineering, Logistics, Infrastructure Planning, Supply Chain Management, Economics or a related field
• Minimum eight (8) years of relevant professional experience in freight, dry port, border or market infrastructure and corridor development
• Languages: English

Desirable

• Prior professional experience working on trade corridors and border logistics projects in East Africa.
• Familiarity with regional integration dynamics and cross-border trade facilitation frameworks.

An experienced Logistics and Trade Infrastructure Specialist with a strong background in freight corridor development, traffic analysis, and supply chain optimization for major donor-funded trade initiatives in Africa.
